In Lower Saxony, nine universities of teacher training for elementary schools have been run as pedagogical universities (PH) since 1962 . On April 1, 1969, a total of eight PH were organizationally combined to form the Lower Saxony University of Education (PHN); the PH Alfeld was relocated to Hildesheim and Wilhelmshaven (trade and agriculture teacher) was dissolved. The goal was: The central administration and the rectorate should move to Hanover , the individual locations were restructured into departments under the direction of a dean . The problem of regions far away from large cities was to be solved through a central allocation of study places for the purpose of more evenly utilizing the locations and then distributing the graduates as evenly as possible to the schools in the state of Lower Saxony. In addition, the study regulations and the examination system have been standardized. The founding rector was the Oldenburg professor Wolfgang Schulenberg until 1971. The rectorate was then transferred to the school council in Hanover Heinz Warmbold as "head of studies". The professors remained reserved about the structure, but cooperated pragmatically.

At the three locations in Oldenburg and Osnabrück / Vechta, two new universities were established in 1974 as part of the German university expansion.

In 1977, the Lower Saxony University of Education, with five departments or locations, was finally to become a functional scientific unit. In the summer semester of 1977, the state government (SPD / FDP) passed a "Provisional Constitution for the Lower Saxony University of Education". A joint Senate was constituted in Hanover, the Senate was presided over by a Rector, and delegates from all five departments in the state were sent to the Senate in equal shares (two professors, two research assistants, two students). A central administration under a chancellor was created in Hanover and an academic examination board and a doctoral committee were created. The former universities remained departments of the PHN, they received a dean and a department conference.

The provisional constitution stipulated: “The Lower Saxony University of Education has the right to award the academic degrees of Doctor of Philosophy and Diplom-Pedagogue. The state ministry reserves the right to transfer the right to award further academic degrees to the university. ”At that time, the PHN had 10,100 students.

The full-time employees were added to the group of university teachers. In addition to the group of university professors, there remained the group of assistants and students in the Senate and in the respective departmental conference. She was headed by the dean of the department.

The opposition (CDU) of the state parliament lodged a constitutional complaint against this “constitution” : the constitution failed in court. In the meantime the government had also switched to the CDU under Ernst Albrecht . A new Lower Saxony State University Act was passed on July 1, 1978. On October 1, 1978, the Provisional Constitution was repealed, the PHN dissolved and the individual departments set up as independent scientific universities . With the integration or conversion into scientific universities, the independent teaching universities of Lower Saxony were dissolved.
