After high school graduation , military service and a few semesters of medicine, he studied journalism in Salzburg, initially with Günter Kieslich and political science, as well as business administration in Linz . He received his doctorate in 1974 with Michael Schmolke in Salzburg. phil. His work dealt with the systems theory approach of the sociologist Niklas Luhmann . Among other things, he was responsible for the technical production of the newspaper and was the first newspaper in Austria to convert the "press", which had been made in lead type, to light typesetting.

In addition, from 1978 to 1984 Vyslozil held a lectureship for publishing marketing and publishing management at the Journalism Institute of the University of Vienna . Worked for the APA-Austria Presse Agentur eG

In 1982 Vyslozil was appointed managing director and member of the board of the Austria Press Agency (APA). The APA, along with Reuters , Associated Press , the German Press Agency (dpa) and others, is one of the world's small group of state-independent news agencies and is owned by 16 Austrian daily newspapers and the ORF. Under his leadership, the APA developed from a traditional news agency service provider information to a leading. In 1982 the company was the smallest western news agency in Europe with around 130 employees and a turnover of around 7 million euros.

By 2008, under Vyslozil's leadership, sales could be increased more than eightfold to 58 million euros, while the workforce increased to around 400 permanent employees. During this period, the APA, as a news agency in one of the smaller European countries, has become the sixth largest agency within the EU. The basis for the success was the business model developed from the end of the 1980s, which is based on the convergence of real-time information, database information and high technology. Vyslozil implemented this concept a decade before the Internet was introduced at APA. Even a quarter of a century later, it is successfully at the center of the agency's corporate strategy.

Vyslozil advocated the maxim that to ensure editorial independence, the economic independence of APA must be continuously strengthened. To this end, he pursued a sustainable growth and diversification strategy. Within this framework, the APA became active in three other business areas in addition to the traditional agency areas, namely picture agency, information management and information technology. With its ten subsidiaries (in 2008) and a number of foreign holdings, the APA was and is one of the most diversified European news agencies. The acquisition of 60 (2016: 50) percent of the shares in Keystone , the largest Swiss photo agency, operated by Vyslozil and realized in 2007 is of particular importance . The remaining 40 (2016: 50) percent is held by the Swiss Dispatch Agency (SDA).

At his instigation, the new company headquarters were built on the Naschmarkt in Vienna from 2003 to 2005. The heart of the house is a newsroom , which with 1,600 square meters is one of the largest in Europe. It offers space for all journalistic departments from the classic departments to multimedia, image and graphics to video with more than 160 editorial staff. Vyslozil was the managing director of APA for 26 years. He retired at the end of 2008 as the longest-serving head of a news agency in Europe.

In 1998 he was the initiator of a two-year project funded by the APA to research the history of Austrian news agencies since the mid-19th century.
