Wu Hongbo ( Chinese  吳紅波 , Pinyin Wú Hóngbō ; * May 1952 in Shandong Province ) is a Chinese diplomat , was ambassador of the diplomatic mission of the PRC in Germany from 2009 to 2012 and Vice Secretary-General of the United Nations from August 2012 to July 2017 .

After studying in Beijing , he worked for the Beijing Service Bureau for Diplomatic Missions from 1976 . In 1978 he studied at the Victoria University of Wellington in New Zealand and returned to Beijing in 1981. In 1983 he became Third Secretary in the Department of Interpreting and Translation at the Ministry of Foreign Affairs . In 1987 he became Second Secretary in the Hong Kong and Macau Affairs Bureau . The following year he worked in the Sino-British Joint Liaison Group , which was tasked with ensuring the smooth transition from Hong Kong to Chinese administration. In 1991 he became First Secretary and Head of Unit in the Hong Kong and Macau Office. In 1997 he served as Counselor in Hong Kong. In 1999 he was appointed Deputy Head of Department for Western Europe . In 2002 he became Deputy Head of the Office of the Commissioner in Macau and the following year Ambassador to Manila . In 2005 he was appointed head of the central department in the Ministry of Foreign Affairs, two years later until his appointment as ambassador he was Vice Foreign Minister with responsibility for Europe, the press and consular affairs. Shi Mingde was appointed his successor in Berlin .
