Yao Chia-wen ( Chinese  姚嘉文 , Pinyin Yáo Jiāwén ; born June 16, 1938 in Hemei , Changhua County , Taiwan ) is a Taiwanese politician. He was the chairman of the Examination Yuan from 2002 to 2008 . From 1987 to 1988 he was chairman of the Democratic Progressive Party (DPP).

Life

Yao was born in 1938 as the eldest of twelve siblings and from 1957 worked as a clerk for the state telephone company. In 1962, at the same time as his professional activity, he began studying law at National Taiwan University and was admitted to the bar in 1966.

After a stay abroad in 1972 at the University of California at Berkeley , he campaigned for a reform of the legal system and was a co-founder of the legal advice center for citizens ( 平民 法律 服務 中心 , píngmín fǎlǜ fúwùzhōngxīn ). In 1975 he took over the defense of Kuo Yu-Hsin ( 郭 雨 新 , Guō Yǔxīn ), one of the most important figures in the Dangwai movement, who had to emigrate to the USA in 1977. While martial law still prevailed in Taiwan, he took over legal advice in 1975 for the magazine "Taiwan Chenglun" ( 台灣 englisch , English Taiwan Political Review ), which was banned after five issues. In 1978, in his book, he called for maintaining and changing the law ( 護法 與 變法 , Hùfǎ yǔ biànfǎ ) national elections and the abolition of the long parliament . In September 1979, Yao co-founded the political journal Formosa Magazin ( 美麗 島 , Měilìdǎo ). As a result of the Kaohsiung incident , Yao was arrested and sentenced to twelve years imprisonment by a military tribunal in 1980 for treason. After seven years in prison, Yao was released.

Yao was a member of the party executive committee of the DPP from 1988 to 1994 and 1996 to 1998 and was party chairman from 1987 to 1988. Under his leadership as chairman, the party passed the Taiwan's Sovereign Independence Program , which aims to keep demands for state independence unpunished.

In 1992 Yao was elected to the Legislative Yuan , but his re-election in 1995 failed. In the following years he was on the one hand a member of the party executive committee, he also took on teaching activities at the Tsing Hua National University and practiced as a lawyer again from 1999 after he was not given a mandate for the legislative yuan in 1998. He also worked as an advisor to President Chen Shui-bian from 2000 . From 2002 to 2008, Yao was the chairman of the Examination Yuan.

Yao's wife, Chou Ching-yu ( 周清玉 , Zhōu Qīngyù , born April 12, 1944 ) is a member of the Legislative Yuan .
