Youssef Boutros Ghali ( Egyptian - Arabic يوسف بطرس غالى, DMG Yūsuf Buṭrus Ġālī ; * August 20, 1952 in Cairo ) is a former Egyptian politician of the National Democratic Party of Egypt.

Life

Youssef Boutros Ghali is a nephew of Boutros Boutros-Ghali , great-grandson of Boutros Ghali and comes from a family of Coptic Christians .

It was in 1974 Bachelor of Arts at Cairo University and in 1981 at the Massachusetts Institute of Technology with the theme of rescheduling a doctorate in economics doctorate .

From 1981 to 1986 he was employed by the IMF with the Latin American debt crisis. From 1986 he taught at the University of Cairo and the American University of Cairo .

In 1987 and 1991 he was involved in rescheduling agreements with the IMF and the Paris Club .

From 1986 to 1993 he advised Prime Minister Atif Muhammad Nagib Sidqi and the head of the Central Bank of Egypt on economic issues . In 1993 he then (officially) joined the Sidqi cabinet as Minister for International Cooperation. He held this post until 1996.

In the Ganzuri I cabinet appointed by Mubarak on January 11, 1996 , Boutros Ghali headed the Ministry of Economic Affairs (from 1997 Ministry of Economy and Foreign Trade). He held this post - also in the Abaid cabinet (10/1999 - 07/2004) - until 2004. In the Nazif cabinet following Abaid (07/2004 - 01/2011), Boutros Ghali took over the finance ministry. He held this post until January 29, 2011, when the Nazif cabinet resigned due to the revolutionary events in Egypt and was replaced by the Schafiq cabinet (01/2011 - 03/2011). It was only since 2000 that he was elected Member of Parliament (East Cairo District of Shobra).

In 2003, Youssef Boutros Ghali spoke out against state intervention to stabilize the exchange rate of the Egyptian pound . As finance minister, he focused on deficit reduction, tariff and tax reform and the privatization of public banks.

Boutros Ghali advocated the dismantling of trade barriers, participated in the ministerial meetings of the World Trade Organization in Seattle , Doha and Cancun and was instrumental in the course of the Doha Round . In 1998 he contributed to the conclusion of the Euro-Mediterranean partnership between Egypt and the European Union and the Trade and Investment Framework Agreement , a bilateral free trade agreement between the USA and Egypt. In 2004 he led the negotiations on the Qualifying Industrial Zone Protocol between the Egyptian, Israeli and US governments.

From October 2008 to February 4, 2011, Boutros Ghali chaired the International Monetary and Financial Committee .

Corruption allegations

Shortly before Mubarak resigned on February 11, 2011 under the pressure of the mass protests, Boutros Ghali fled abroad. According to media reports, he is said to have stayed temporarily in the Lebanese capital Beirut . Youssef Boutros Ghali repeatedly denied the allegations against him as politically motivated and was subsequently granted political asylum and permanent residence in the United Kingdom . An international arrest warrant was not executed in Paris in 2014 with reference to Boutros Ghalis's asylum status. The withdrawal of Egyptian citizenship was rejected by the Egyptian State Council in 2018.

Boutros Ghali is married and has one son.
