The Central Committee of Hamburg Citizens' Associations from 1886 r. V. (ZA Hamburg) is the association of Hamburg citizens, home and municipal associations and coordinates their voluntary work.
The ZA represents the Hamburg bourgeoisie, insofar as it is organized in a member association, on the extra-parliamentary level.
history
Around 1840 associations were founded in Hamburg whose members did not agree with the politics of the citizenry , which mainly consisted of large merchants. “The most important of these associations were the citizens' associations, three of which were founded in the 1940s”. These associations represented the interests of non-landowners and those of the city districts. The first civic association in Hamburg was founded in St. Pauli in 1843 as the St. Pauli civic association from 1843 e. V. was founded and soon became politically important. Further civic associations were later founded in the Hamburg suburbs.
In 1892 a cholera epidemic broke out in Hamburg . At that time there were already 32 civic associations, the majority of which were united in the ZA-Hamburg. They founded emergency district committees and organized charitable aid for the affected population.
Third Reich
During the Third Reich , the association's work was severely restricted. The President Carl Albrecht resigned on March 30, 1933 . His successor, elected by acclamation , became Pastor Robert Stuewer at the end of April 1933. During the Third Reich, the President became an association leader , which was in line with the political and ideological line of the Third Reich.
revival
The revival of the ZA took place after approval by the military government on March 18, 1946. The first President after the Third Reich was Gustav CJ Sussmilch. At the beginning of 1947 the ZA had 19 member clubs, in 1948 it had 31.
Today around 5,000 Hamburg citizens are represented in 30 citizens, home and municipal associations through the ZA-Hamburg.
Association bodies
Assembly of Representatives
The ZA represents its member associations. These send representatives to the Assembly of Representatives, which is the highest decision-making body of the ZA, according to a specified key. It has around 220 members. The Assembly of Representatives meets monthly. It elects the executive committee and decides on the priorities of the joint work.
Bureau
The seven-member presidium elected by the assembly of deputies implements the decisions of the assembly of deputies.
