The Zweckverband SPNV Ruhr-Lippe (ZRL) was founded on November 4, 1995 as a regional authority, based on the law on local public transport in NRW (ÖPNVG NRW) of March 7, 1995 in the version of January 27, 2004, by the the legal basis created for the regionalization of local public transport at EU and federal level is supplemented.

The special purpose association SPNV Ruhr-Lippe is a result of the rail structure reform. He has been a member of the Westphalia-Lippe Local Transport Association (NWL) since 2008 . The basis for this is a new public transport law for NRW that came into force on January 1, 2008 . The aim of this new version of the law is, among other things, to merge the state's nine traffic areas into three local transport organizations: Rhine-Ruhr, Westphalia-Lippe and Rhineland.

While the responsibility for the local road passenger transport (ÖSPV) has been transferred to the districts and urban districts, special purpose associations have been formed in the cooperation areas to handle local rail passenger transport (SPNV) . For the co-operation area 4 (Ruhr-Lippe) the have Hochsauerlandkreis , the Märkische Kreis , the circles Soest and Unna as well as the independent city Hamm Zweckverband SPNV Ruhr lip formed.

The regional rail transport association Ruhr-Lippe performs the following tasks:

At its last association meeting in October 2011, the Zweckverband Nahverkehr Westfalen-Lippe (NWL) created the basis for harmonizing or merging the five existing tariff associations in Westphalia-Lippe. The further development of the tariffs lies with the NWL or a tariff development project group (proposed seat: OWL Verkehr GmbH in Bielefeld). In April 2014 it was decided that in future all five collective bargaining associations should merge into the Westphalia-Lippe collective bargaining association.
