The Zweckverband Nahverkehr Westfalen-Lippe (NWL) was founded in January 2008 and is based in Unna . In addition to the Verkehrsverbund Rhein-Ruhr (VRR) and the Zweckverband Nahverkehr Rheinland (ZV NVR), it is one of the three new special purpose associations for the organization of local rail passenger transport (SPNV) in North Rhine-Westphalia .

About 5.7 million people live in the NWL area. In addition to the cities of Bielefeld ( agglomeration ), Münster , Hamm , Paderborn and Siegen , the area includes the most densely populated regions of Steinfurt , Unna , Coesfeld and the Märkische Kreis . There is also a link to the city of Osnabrück through cooperation on the tariff.

206 cities and municipalities are involved. 127 towns have a local rail passenger transport station (SPNV); 107 of these are in central settlement areas, 20 in an adjacent city or district.

The NWL is responsible for a route network of 1793 km in length, on which 32 million train kilometers are performed annually. A total of 55 local transport lines operate.

tasks

The purpose of Association shall, as transport authorities in the first place the order and financing of rail passenger transport. These tasks were previously carried out independently by the individual regional special-purpose associations. It is hoped that the merger in the NWL will bring organizational advantages. Since April 2008, the Zweckverband has also been responsible for the further development of the nationwide integral cycle timetable .

Further tasks lie in the development of a joint network tariff for Westphalia-Lippe. The association assembly created the first conditions for this in October 2011. The project office Westfalentarif was set up in 2012 at OWL Verkehr GmbH in Bielefeld. The project management was carried out jointly by NWL and OWL Verkehr GmbH. The aim of the project was a community tariff for the whole of Westphalia-Lippe, which would replace the current five community tariffs “Der Sechser” (OWL Verkehr GmbH), Münsterland / Ruhr-Lippe tariff, Hochstift tariff (VPH) and VGWS tariff (Westphalia- South). The first mentioned starting times 2015 and 2016 could not be kept. The Westphalian tariff was introduced on August 1, 2017 . In addition to the previous common areas, it also includes the cities of Dortmund and Hagen .

Tenders in local rail transport

The tender for the OWL diesel network has been running since November 2010 . On June 10, 2011, the Westphalia-Lippe local transport association announced that the Eurobahn and NordWestBahn had won the tender for the OWL diesel network.

On October 9, 2012, the Westphalia-Lippe local transport association published the tender for the Sauerland network for traffic from December 2016 in the EU Official Journal . As a result, a new operator is being sought for the regional express lines RE 17 and 57 and the regional trains RB 52, 53 and 54. Some improvements are to include trains for the disabled, more space for bicycles, more train attendants, vending machines in the trains instead of on the platforms, and improved connections in Menden (to Dortmund) and in Schwerte (to Münster). It's about 5.6 million train kilometers a year; at 9 to 10 euros per train kilometer around an order volume of 50 to 55 million euros. Because the network will be awarded for 12 years, it is a total of more than 600 million euros.

In order to be able to adhere to the price range, competition is required. The NWL suggests that it offers vehicle financing through inexpensive municipal loans, and the three best inferior bidders would be reimbursed for tender costs of up to 100,000 euros. Passengers should benefit from the competition in the Sauerland: The trains should be handicapped accessible, boarding heights like the Sauerland Express of 1.20 meters should be a thing of the past. Because of the great success of the Ruhr Valley Cycle Route, the RE 17 (like the RE 57 before) is to have more space for bicycles. In addition, the NWL will require trains for the Obere Ruhrtalbahn (RE 17/57) that are 140 km / h fast. This could shorten the travel time to Schwerte, which would enable the connection to Münster. A change in the timetable should also ensure a quick connection from Neuenrade and Menden to Dortmund in Fröndenberg. The current offer should be retained. This also applies to ticket sales at DB counters and through DB agencies. However, the machines should be [out of date] on the trains from the end of 2016 and no longer on the platforms, as this would prevent damage from vandalism. After 7 p.m. all trains should be manned by train attendants, which means that more staff would be deployed on the trains.
