The Zweckverband Personennahverkehr Westfalen Süd (ZWS) based in Siegen was founded in 1995. The area of ​​the Zweckverband is 1843 km² and has 410,899 inhabitants. This corresponds to about 223 inhabitants per km².

While the responsibility for the local road passenger transport (ÖSPV) was transferred to the districts and urban districts, special purpose associations have been formed in the cooperation areas to handle local rail passenger transport (SPNV) . For the cooperation area 8 (Siegerland), the districts of Olpe and Siegen-Wittgenstein have set up the special purpose association for local passenger transport Westphalia South, which is responsible for the sub-network South Westphalia in the Westphalian tariff (former Verkehrsgemeinschaft Westfalen-Süd ).

The NRW tariff applies as the roof tariff .

history

On March 7, 1995 , the first public transport law for North Rhine- Westphalia ( ÖPNVG NRW ) was passed. On November 21, 1995 , the ZWS was founded as a regional authority . The special purpose association for local passenger transport Westphalia South is a result of the railway structural reform.

In December 2000, the Olpe and Siegen-Wittgenstein districts transferred the planning, organization and design for the bus area to the ZWS with effect from the next first.

With the establishment of the Zweckverband Nahverkehr Westfalen-Lippe (NWL) in 2008, the ZWS became a member.

Route network

There are 206 km of rail network on the 1843 km² area. A total of 54 train stations and 2505 bus stops are located in the area . The annual traffic performance of the association is 19.05 million km. Of this, 2.95 million km are rail traffic and 16.10 million km are bus traffic.

The area includes the cities of Attendorn , Bad Berleburg , Bad Laasphe , Drolshagen , Freudenberg , Hilchenbach , Kreuztal , Lennestadt , Olpe , Netphen and Siegen , as well as the communities of Burbach , Erndtebrück , Finnentrop , Kirchhundem , Neunkirchen , Wenden and Wilnsdorf .

Local transport plans

The Kassel company Planungsgruppe Nord (PGN) won the redesign of the local transport plans tendered by the Zweckverband. The reason for the redesign was to improve the economy. Public transport should therefore be lossless. The local transport plans are largely based on regular traffic . However, problems arise with regular traffic due to the rural areas. The Olpe district has 188.46 and the Siegen-Wittgenstein district 244.74 inhabitants per km². To ensure economic efficiency, lines were put together to form balanced packages. Concessions could only be applied for on route packages. When the local transport plans were drawn up, the old line structures were partially changed completely.

In 2008, the Olpe local transport plan with the north-east and north-west route packages came into force. However, the licenses for the Northwest and Northeast line packages were not awarded until September 1, 2010. Until then, the Verkehrsbetriebe Westfalen-Süd (VWS) operated the transports on the basis of individual concessions. The north-west route package (Olpe area) was served by a Transdev subsidiary until the end of 2012, but since January 1, 2013, this bundle of routes has been served by VWS again.

VWS and Busverkehr Ruhr-Sieg are still concessionaires in the Nordost route package (Lennestadt area) . VWS also received the concessions for the central (Siegen area) route packages in July 2010 and the southern route in December 2010.
