The OWL traffic GmbH is a transport company for public transport (public transport) in the northern part of East Westphalia-Lippe , including the city of Bielefeld . The predecessors of the tariff association were the Verkehrsgemeinschaft Ostwestfalen-Lippe (VOW, from March 1, 1980) and the Verkehrsgemeinschaft Lippe (VGL, founded in 1987) and Minden-Ravensberg (MRV, founded in 1985). The traffic area of ​​the VOW initially included the city of Bielefeld and regional bus routes in the vicinity of the city, later the district of Gütersloh was incorporated. In the traffic area of ​​the VGL (Lippe district and cooperation with Bielefeld) it was also possible for the first time to use the railway lines at community tariffs. This means that Bielefeld now also has the option of using trains at the city tariff, because the VGL railway line Bielefeld - Lage (Lippe) in the city area serves the Bielefeld Ost and Ubbedissen stops next to the main train station . Trains from Bielefeld via Herford to Bad Salzuflen - Detmold could also be used at the VGL tariff; Herford was not part of the VGL area, so community tickets were z. B. not available for trips from Detmold to Herford.

The first public transport law for NRW was passed in March 1995. This was preceded by a discussion about a common area of cooperation for all of OWL, including the Paderborn and Höxter districts . The Paderborn district in particular could not be won over for this. A short time later, the first association meeting of the Zweckverband Verkehrsverbund OstWestfalenLippe (VVOWL) ​​u. a. with the aim of a transport association . The plans for this were fully worked out in 1999, but the association did not materialize. It was not until May 28, 2000 that a collective bargaining system (“The Six”) was introduced as a cooperation between the transport authorities; the VVOWL remained in existence without changing its name and became a special-purpose association solely for the local rail transport.

In 2004 the Verbundgesellschaft OWL Verkehr GmbH was founded . The four transport service companies were gradually transferred to this company. The OWLV was founded as an amalgamation of all transport companies in Ostwestfalen-Lippe (including cooperation area 7), but the members are today largely limited to cooperation area 6. Bus transport is organized at the district or city level, for which the task authorities KVG in the district of Lippe and mhv in the districts of Herford and Minden-Lübbecke were founded. A cooperation between moBiel and BVO was established in Bielefeld and the surrounding area . Within the framework of an agency agreement, the VVOWL is the responsible party in the Gütersloh district.

The development steps in cooperation area 7 took place around the same dates (establishment of the nph in October 1995, tariff association in mid-2000). From the mid-1980s, there was the Verkehrsgemeinschaft Paderborn-Höxter (VPH) here, which offered a community tariff for all bus routes. When the nph was founded, rail transport was added. The logo of the former VPH is used today by the Verkehrs-Servicegesellschaft Paderborn / Höxter mbH (VPH) , but this rarely appears in public.

Until the introduction of the Westphalian tariff in August 2017, OWL Verkehr GmbH was responsible for setting tariffs in cooperation area 6 (“The Sixes” network tariff). Today, this task is limited to regional tariffs in the network now known as "TeutoOWL" (up to price level 5 of the Westphalian tariff). The goal of developing a uniform network tariff for the whole of OWL ultimately failed due to resistance from the Paderborn and Höxter districts. From 2011 the decisions of the NWL to set up a comprehensive tariff for the whole of Westphalia made these considerations superfluous.

The Verkehrsverbund OstWestfalenLippe (VVOWL), which was formerly also founded for tariff development, was (and is to this day) only responsible for rail transport and also responsible for bus transport in the Gütersloh district on the basis of an agency agreement .

Association tariffs

Since August 1, 2017, cooperation area 6 has been part of the Westphalian tariff as the "TeutoOWL" network. However, different tariff offers apply in the lower price levels (up to PS 5), which are still designed by the OWLV. There are also regional network maps. The existing tariff structure was basically adopted for the new network structure.

In contrast to many other tariff associations, the tariff areas are strictly separated from each other. Each municipality is an independent tariff area. There is no overlap of tariff zones and no breakpoints that are assigned to two or more tariff zones at the same time. Even a train station directly on a municipal border is only assigned to one municipality. For example, the Sylbach station right on the city limits of Bad Salzuflen to Lage (Lippe) with a built-up area that has grown together is only part of the Bad Salzuflen tariff area. Passengers from Detmold or Lage to Lage- Waddenhausen have to pay a higher fare if they use the Sylbach station, even though their destination or even start and end point is within Lage. But also in OWL there is at least one exception: the Bf.  Oerlinghausen in the municipality of Leopoldshöhe (one of numerous "special tariff features"). On the border with Lower Saxony there is even a train station in Dissen-Bad Rothenfelde that belongs to two tariff zones.

Since almost all tariff limits are on the free route, it is not possible, as in other associations, to validate a corresponding single ticket to continue travel beyond the spatial area of ​​validity of a season ticket at intermediate stops that belong to several tariff areas. To compensate for the resulting double tariffs, there is the tariff stipulation that only one reduced ticket has to be validated for the onward journey . However, since this regulation does not grant a discount on shorter connecting routes, but merely avoids a double payment, the designation of a discount ticket is not appropriate. Without this tariff provision, there would be no advantage with a travel pass for Bielefeld on a journey with RE to Gütersloh (without a stopover) , for example , since the last stop in the tariff area (i.e. Bielefeld Hbf) is decisive for the spatial scope of the card. Taking the bus (line 87/95) is cheaper because of the “special tariff” in the Ummeln area . This results in different fares for buses and trains, which should actually be avoided by a tariff association.

Because there are no common tariff points, it is also not possible to validate day tickets for a connection trip to a season ticket, as there is no discount rule for this. For the above-mentioned connection Bielefeld – Gütersloh, for example, a regular day ticket must be used for the entire route, although the existing season ticket is valid for more than half of the route (Bielefeld Hbf to Ummeln). Any and easy use of the means of transport in the OWL area is made more difficult. The six network cards offered do not offer an alternative, as z. B. Subnets are only offered as a normal subscription, but not a 9 o'clock subscription or a simple monthly pass.

Cooperations

In some tariff areas there are transitional tariffs between the “Hochstift tariff” and “Der Sechser” as well as for the Verkehrsgemeinschaft Münsterland (VGM). Particularly noteworthy are the continuous tariff offers from Bielefeld to Paderborn , Warendorf and Ahlen as well as between Detmold and Bad Driburg . Continuous use of the Osnabrück – Bielefeld (“Haller Willem”) rail line at the network tariff, including the city buses in Osnabrück, is possible with a special transitional offer for the VOS -Plus tariff .

There is no overarching bus / rail timetable cooperation because of the different authorities. Direct connections from rail to bus are therefore only available at a few transfer points (for example, Oerlinghausen train station, Schloß Holte, Detmold and Lemgo). In connection with the new city ​​bus networks , bus services to the train station in Herford and Minden have even been partially withdrawn. In Minden, the lines that were previously continuous were split up. Coming from the train station, you have to change trains to almost all parts of the city after two stops, and the bus connections are missed even if the train is only slightly delayed.

Transport authority

The Zweckverband Nahverkehr Westfalen-Lippe (NWL) is the authority responsible for local rail passenger transport (SPNV) and is obliged in the NRW Public Transport Act to work towards a common network tariff for all of Westphalia-Lippe. At the association assembly in October 2011, the first requirements for a Westphalian tariff were created. This means that previous goals for an overall OWL tariff association will no longer be pursued. For this purpose, the Westfalentarif project office was set up at OWL Verkehr GmbH in 2012 on the basis of a cooperation agreement. In addition to NWL and OWL Verkehr GmbH, partners in the cooperation are the Münsterland / Ruhr-Lippe tariff committees (Münsterland and Ruhr-Lippe tariff), the traffic service company Paderborn-Höxter mbH (VPH) and the traffic association Westphalia-South (VGWS).
