The management of VGN was carried out by NIAG. Further partners after the merger of Kreis Reeser Verkehrsgesellschaft and NIAG were DB Regio NRW and several private and municipal companies.

At the same time, VGN was entrusted with the application, further development and technical implementation of the community tariff.

The traffic area of ​​the Verkehrsgemeinschaft Niederrhein bordered in the northeast on the Verkehrsgemeinschaft Münsterland (VGM) and the Zweckverband SPNV Münsterland (ZVM) and in the east and south on the Verkehrsverbund Rhein-Ruhr (VRR) and the Zweckverband VRR. In the west and north the area of ​​the VGN was bounded by the Netherlands .

On January 1, 2012, the VGN was incorporated into the VRR . At the same time, the new VRR price level E replaced the previous NRW tariff for trips to the previous network area of ​​the VRR (now VRR Region South). In 2016, price level E was abolished again, now price level D applies in the entire network area (including the former VGN).
