Local traffic association Niederrhein
The Nahverkehrs-Zweckverband Niederrhein (NVN) was created on the basis of the law on local public transport in North Rhine-Westphalia (ÖPNVG NRW) of March 7, 1995 in the version of January 27, 2004, through which the regionalization of local public transport at EU and federal level Legal basis is supplemented, founded on December 12, 1995 as a regional authority . The Niederrhein local transport association is a result of the railway structural reform.
On January 1, 2008, the office of the Niederrhein local transport association at the Wesel district administration was dissolved. The Zweckverband continues to exist, but the tasks are now taken over by the Verkehrsverbund Rhein-Ruhr AöR .

Formation of the association
While the responsibility for the local road passenger transport (ÖSPV) has been transferred to the districts and urban districts, special-purpose associations have been formed in the cooperation areas to handle local rail passenger transport (SPNV) . For the cooperation area 9 ( Lower Rhine ), the districts of Kleve and Wesel have formed the Niederrhein local transport association based in Wesel . The constituent meeting took place on December 12, 1995 in the Wesel district building.

tasks
The Zweckverband performs the following tasks:
- Planning , organization and design of local rail passenger transport (SPNV) in the association area
- Formation of a community tariff , creation of uniform conditions of transport and coordination of the transport offer in local public transport
- Coordination of the local transport plans to be drawn up by the Kleve and Wesel districts as well as
- Preparation of a local transport plan for the association.
The association's statutes contain the option that the association members can transfer further tasks to the association, in particular the planning, organization and design of local road transport in the association area or in parts of the association area.
Memberships
The Nahverkehrs-Zweckverband Niederrhein is a member of the Nahverkehr NRW GmbH agency and the federal working group of regional rail transport authorities.
Organs of the association
Association meeting
As the political body of the local transport association, the association assembly takes all important decisions about the design of local rail passenger transport on the Lower Rhine.
Association members of the Niederrhein local transport association are the districts of Kleve and Wesel, which are each represented by nine members in the association assembly.
Head of the association, office
The head of the association manages the business of the association. He prepares the resolutions of the association assembly and represents the association externally. For the completion of the tasks he uses the office, which was located in the Wesel district building.
Advisory Boards
A regional advisory board has been set up for the Kleve and Wesel districts. The towns and municipalities belonging to the district have each named a representative for this purpose. The Advisory Board for the Wesel District also includes the Equal Opportunities Officer of the Wesel District and a representative of the PRO BAHN Regional Association of the Lower Rhine. The resolutions are recommended for the association assembly.
Local transport plan
In December 1997 the local transport plan was passed by the association assembly. It contains a large number of measures that are intended to help improve local rail passenger transport.

Integral cycle schedule
In several stages on May 24, 1998, May 30, 1999 and December 15, 2002, the integral cycle timetable (ITF) was introduced and further developed in North Rhine-Westphalia . Since then, 3.09 million train kilometers have been driven in the two Lower Rhine districts , 27% more than when the customer took over on January 1, 1996.
Cross-border rail passenger transport connections
Under the leadership of the city of Emmerich with financial support from the Euregio, the Dutch and the German side, a traffic study was commissioned with the aim of re-establishing a local rail passenger transport connection between Emmerich and Arnhem .
Since December 10, 2005, the local transport company Syntus has been running a trial run for a limited period of two years . Every weekend there are two trips between Emmerich and Arnhem in the morning and two in the afternoon.
Transport contract with DB Regio NRW
By resolution of the association meeting on July 29, 2003, a new transport contract was concluded with the DB Regio NRW retrospectively from January 1, 2004 . The cornerstones of this contract are:
- Tariff structure
- The right to set tariffs lies exclusively with the transport companies that have joined forces in cooperation area 9 in the Verkehrsgemeinschaft Niederrhein (VGN) . The VRR tariff has also been in effect in the Kleve and Wesel districts since January 1, 2012.
- competition
- The Xanten - Duisburg railway line (course book line 498) will be entered into competition in 2005 with the aim of starting operations in 2008.
- running time
- The contract has a term of 15 years . The income risk lies with DB Regio NRW.
- Range of services, financing, funds
- The range of services to be provided by DB Regio NRW, at 3.08 million train km, corresponds to the requirements of the regional rail transport financing plan of the state of NRW.
- The range of services in the local rail transport sector is generally financed with the transfer funds made available by the state .
- For additional services in accordance with the timetable offer and for special services (e.g. for events ), the DB Regio NRW provides the NVN with an annual financing volume of 150,000 euros.
- Quality standards, warranty system
- In the interests of the passengers, quality standards were agreed for various customer-oriented criteria . This applies to the areas of punctuality , the condition of the vehicles , seat capacity, passenger information, rail replacement services , staff on the train , complaint management, sales and the condition of the train stations .
- A new warranty system is being introduced. For this, not only the objectively measurable criteria, but also subjective criteria are decisive. The aim of these quality criteria is to guarantee passengers in the NVN area the same quality as in the VRR.
- vehicles
- Here, a so-called re-design is to be carried out at intervals, in which z. B. the interior is adapted to the new vehicles.
Railway stations and stops
In the association's area, the train stations and stops on the route book route 495 Kleve - Krefeld were modernized. The platforms now have a height of 76 centimeters, lighting , signage, information showcases, telephones , clocks , loudspeakers , weather protection and waste bins as well as emergency telephones and video surveillance .
Tariff
Community bus / rail tariff
In order to introduce the joint bus / rail tariff on June 1, 1999, a cooperation agreement was concluded with the Niederrhein Transport Association (VGN) on February 18, 1999 by resolution of the association meeting on December 15, 1998 . Since then, uniform tariffs and conditions of carriage in the VGN area no longer only apply to local road transport, but also to local rail transport. At the same time, VGN was entrusted with the application, further development and technical implementation of the community tariff.
The VRR tariff has been in effect since January 1, 2012 .
NRW tariff
On August 1, 2004, a nationwide tariff came into effect as a supplement to the previous nine regional NRW tariff associations.
