The Verkehrsverbund Rhein-Sieg ( VRS ) is the transport association and regional rail transport authority for the Cologne / Bonn region in North Rhine-Westphalia . In 2019, 556 million passengers were carried in the connection area.
The VRS borders on the Rhine-Ruhr transport association in the north, the Westphalian tariff in the east, the Rhine-Mosel transport association and the Trier transport association in the south , and the Aachen transport association in the west . Together with the latter, the VRS forms the Rhineland Local Transport Authority (NVR).
The transport association was founded in 1987 as a GmbH by the following founding members: the independent cities of Cologne , Bonn and Leverkusen , the Rhein-Sieg-Kreis , Rhein-Erft-Kreis , Rheinisch-Bergischer Kreis , Oberbergischer Kreis , the town of Monheim am Rhein in the Mettmann district , as well as the municipal transport companies and the Deutsche Bundesbahn .
Structural development and tasks
In 1996 the structure was changed in the course of the railway reform. The Verbundgesellschaft was expanded to include a responsible body in cooperation area 2 (Rhein-Sieg). Since January 1, 2004, it has been a 100% subsidiary of the VRS association (ZV VRS).
tasks
The main task of the association is to plan, organize and design local rail passenger transport (SPNV) in the Rhine-Sieg region.

- Mobility management
- Coordination of regional and local transport offers as well
- Planning, design and control of the local rail transport.
The Verbundgesellschaft coordinates all cross-company activities in the Verbund area . One of the central design elements is the network tariff . VRS GmbH takes on a large number of planning , coordination and service tasks for the regional authorities and transport companies .

Traffic area
The traffic area covers an area of 5,111 km² with 3.3 million inhabitants.
Promotion numbers
While 312 million passengers were carried in 1990 , the number rose to 400 million in 2000, to 494 million in 2009 and 523 million passengers in 2012, including various special services. The number of passengers continued to rise in the following years to 552 million passengers in 2017. In 2018, the number of passengers fell to 551 million, but revenues rose.
The VRS statistics show the following values for the years 2000 to 2012, adjusted for the influence of the NRW ticket , the + City ticket on long-distance Deutsche Bahn and the BahnCard 100 , as well as the special effects of the major events WYD 2005 , World Cup 2006 and DEKT 2007 :

Some lines operate in neighboring towns and communities in the districts of Altenkirchen (Westerwald) , Neuwied , Vulkaneifel and the districts of Düren , Märkischer Kreis and Olpe .

1 location is outside the compound area. VRS tickets are only valid on certain lines during the transition.
Transitional tariffs
The VRS has transitional tariffs for many of the surrounding transport associations or transport companies, which means that continuous tickets are offered in the respective border areas.
A special form of the transition tariff is the so-called tariff collar : In certain areas or on certain routes outside the VRS network area, the VRS tariff applies to cross-border journeys, while its tariff applies to journeys within a collar area. In particular, all VRS network tickets are also valid in all tariff collars. Tariff collars are:
- since January 1, 2000 the railway line to Gerolstein ( Vulkaneifel district ) ( VRT )
- since January 1, 2002 on the rail routes in the Altenkirchen (Westerwald) district ( VRM )
- since January 1, 2002 on the rail routes in the Ahrweiler district (VRM)
- since May 28, 2006 on the rail routes in the district of Neuwied (VRM), ( right Rhine route to Engers ).
- since February 1, 2005 the cities of Remscheid, Solingen, Dormagen, Grevenbroich, Rommerskirchen and Langenfeld ( VRR )
- since April 1, 2006 the city of Düren and the communities of Vettweiß and Nörvenich ( district of Düren / AVV )
The opposite case, a tariff collar in the VRS area, is in the communities of Bedburg, Elsdorf, Zülpich, Euskirchen and Schleiden. There, the AVV tariff on the local bus routes also applies to journeys from the Düren district or the Aachen city region .
Since June 15, 2008, regular VRS tickets have also been used in the tariff area of the Ahrweiler district (including the Ahr Valley Railway and the DB Rhine route on the left bank of the Rhine from Bonn-Mehlem via Remagen / Sinzig to Brohl). This only applies to VRS incoming and outgoing traffic (see above). VRS job tickets, semester tickets, student tickets or XXL tickets are not recognized in the Ahrweiler district (there is an exception for semester ticket holders residing in the Ahrweiler district). VRS job ticket holders from the Ahrweiler district can purchase additional authorization for the district area. Up until now this was only possible for the VRS / Ahr transition area. However, the VRS / Ahr transition tariff remained in effect until June 15, 2008.
Since January 1, 2015, the VRS tariff has been applied uniformly for all journeys between AVV and VRS, with a few exceptions. For journeys within the AVV or within the VRS, the respective network tariff continues to apply.
