The transport in East Westphalia-Lippe ( Detmold , North Rhine-Westphalia ) consists of a well-developed rail network and additional regional bus lines . There are some important intercity bus routes, most of which are served by express buses and some of them are of national importance. City bus networks exist in the larger cities. The city of Bielefeld has a light rail network ( tram with an underground inner-city route).

The Ostwestfalen-Lippe region is divided into two cooperation areas: 6 (Ostwestfalen-Lippe) and 7 (Paderborn / Höxter). In 1995 the Verkehrsverbund OstWestfalenLippe (VVOWL) ​​was founded as a special purpose association and the Nahverkehrsverbund Paderborn-Höxter (nph) was founded in order to reorganize, order and finance local public transport, including local rail transport . This was preceded by a discussion about the formation of an overall network for the whole of OWL. However, the Paderborn and Höxter districts decided to go it alone. a. to maintain Bielefeld's independence.

The network planned for 1999 as VVOWL in room 6 did not materialize; this special-purpose association is now responsible for local rail transport under the same name. In mid-2000, the association tariffs “Der Sechser” (based on the designation of the cooperation area “6”) and “Hochstift tariff” were introduced. In 2004 the Verbundgesellschaft OWL Verkehr GmbH was founded , which is responsible for both cooperation areas. The state of North Rhine-Westphalia has been trying for some time to organizationally reduce the number of transport associations (currently 9). For this purpose, a joint special purpose association for local rail transport has already been founded ( Zweckverband Nahverkehr Westfalen-Lippe NWL), to which the previous associations VVOWL and NPH now belong. A merger of the two collective bargaining associations is sought. The bus traffic is organized under the umbrella of OWL Verkehr GmbH communally by the responsible authorities (including KVG Kommunale Verkehrsgesellschaft Lippe mbH , mhv Minden-Herford Verkehrsgesellschaft mbH , nph).

There are numerous transitional tariffs between the two tariff zones and to neighboring transport associations. When traveling across these borders, the NRW regional tariff or DB tariffs apply.

The railway network in the former regions of Ravensberger Land ( Prussia ), Lippe ( Principality ) and Paderborn ( Hochstift , Prussia) was built at the end of the 19th and beginning of the 20th century. Large parts were opened up for traffic with main and branch lines. A branch line even ran from Schieder station to Blomberg . The further development then took place with numerous small railways and the construction of a tram / interurban tram network in or between Detmold and Paderborn . This development ended with the first shutdowns in the late 1930s. The last tram in Paderborn finally ran in 1963, the circular railways in Bielefeld and Minden ceased operations in 1956 and 1980, the Herford small railway in 1966, the Extertal railway in 1969 and the Teutoburg Forest Railway (TWE) ceased passenger services in 1978. The first Kraftpost bus services began in 1921 between Lemgo and Vlotho and from 1923 from Lübbecke to Lemförde .

The rail as a means of mass transport should be followed by intercity buses as an inexpensive and agile means of transport. In particular, the steadily growing individual traffic meant that the railway companies gradually replaced little-used trains with their own buses and thus thinned out their rail traffic. The bus network of Kraftpost, Bahn and other operators (TWE, MKB) reached all places in the region. Bus stations were built as new transport hubs for overland traffic (including at Kesselbrink in Bielefeld). Bus lines now connected the larger cities with each other and with neighboring regions (from Bielefeld to Paderborn , Detmold and even Osnabrück and Münster via Bad Rothenfelde ). The number of rail passengers in local traffic finally fell so sharply that branch lines of supraregional importance and even main lines were affected. The Almetalbahn (1981), Begatalbahn (1980) and the Herford – Bremen connection via Rahden were shut down . The tram in Bielefeld was also threatened, but the decision was finally made to thoroughly modernize it. A light rail with an inner city tunnel was built.

This period ended in the course of the regionalization of local transport, through tariff associations, regular traffic , modernization of vehicles and rail routes (part of the "Haller Willem" Bielefeld – Osnabrück was Expo project 2000 ) and competitive conditions. The first common transport tariff in OWL was introduced in 1983 ( VOW ), local rail passenger transport was included for the first time in the Verkehrsgemeinschaft Lippe (VGL) from the end of the 1980s. The railway has now become the most important mode of transport for regional public transport, as it was before the turn of the century. In rural areas without rail connections, buses were given an access and feeder function. Numerous lines were shortened and evening and weekend traffic was severely restricted. Continuous bus connections u. a. between Bielefeld and Detmold, Lemgo , Melle , Bünde were broken or discontinued. As a result, the intercity bus services that had been transformed into regional bus networks in recent years were on the defensive.

Local transport plans now divided into a basic offer and special transport u. a. for students. The plan for the Minden-Ravensberger area (2003), for example, contains a breakdown of the bus service according to function types: rail extension (express bus with a high quality standard and night bus), connection function between municipalities ( regional bus ) and development function (municipalities and their surrounding areas).

In the larger cities, the city ​​bus networks (including Lemgo, Bünde, Bad Salzuflen) were expanded with predominantly inner-city orientation and connection points to the separate regional network (or to the rail network). Herford and Minden optimized their bus networks in 2003 and 2005 respectively. Here, however, the train station connection was restricted by city buses and so far continuous connections from there to the city districts were broken. In addition, there was an unattractive design of the bus / rail offers due to the need to change trains after a few stops at the bus meeting point and additional waiting times due to the two rendezvous concepts.

The relatively wide-meshed rail network today compared to the time before the shutdowns of rail lines led since 2000 for the development of the area - small places in the country - by the dismantling of regional bus services increasingly to a "minimum supply" with sometimes only school and demand lines . In particular, there are large gaps in bus service on Sundays and public holidays in areas with little tourist development. There are, however, great local differences in the supply of local transport, and the connection to many places can certainly be considered exemplary.

Rail network

The most important railway lines are the Hamm – Minden railway line and the Hanover – Minden railway line (two tracks each for passenger and freight traffic) and the two- track Löhne – Rheine railway , which mainly serves east-west traffic. Branch lines are the double-track lines Hamm – Warburg , Hanover – Altenbeken and Altenbeken – Holzminden ("Egge-Bahn", single-track from Ottbergen ) and the single-track branch lines Herford – Altenbeken , Bielefeld – Lemgo , Bielefeld – Osnabrück (“Haller Willem”), Löhne –Hameln ("Weserbahn"), Weser-Aller-Bahn , Ravensberger Bahn , Senne-Bahn , Warendorfer Bahn and the Obere Ruhrtalbahn (each on the OWL sections).

The most important train station for long-distance and local traffic is Bielefeld with ICE and IC system stops. Other IC and ICE trains stop in Paderborn , Gütersloh , Minden , Herford , Bad Oeynhausen , Bünde , Warburg and Altenbeken . The most important local traffic junction is Herford station , which now exceeds the former railway junctions Löhne and Altenbeken in terms of the number of stopping local trains .

Minden, Paderborn, Altenbeken, Steinheim, Schieder and Lügde are connected to the Hanover S-Bahn . The Paderborn – Altenbeken railway runs over the touristically striking Altenbeken Viaduct . Two tunnels cross the Egge Mountains .

A resumption of passenger traffic on two railway lines is under discussion. The plans for a connection between Harsewinkel - Gütersloh - Verl , which could later be continued to Hövelhof (with a connection to the Senne-Bahn) or Versmold ( Teutoburger Wald Eisenbahn TWE) , are well advanced . Furthermore, there has long been a desire to extend the Begatalbahn from Lemgo to Barntrup . Considerations for a passenger traffic on the Almetalbahn (Paderborn - Büren ) with a connection for the airport Paderborn / Lippstadt have been given up, the line has been dismantled.

Bus transport

There is a well-developed regional bus network in the region that includes all of the larger towns. Small towns can also be reached on weekdays, but in some cases only by school transport or with special types of local public transport (minibuses on regular service, dial-a-bus).

There are some bus routes of greater importance that serve cities aside from rail transport. In recent years, many lines running parallel to rail traffic have been broken or discontinued in some areas, so there are only very few longer lines connecting cities. One reason for this can also be seen in the regionalization (transfer of responsibilities to districts and municipalities). For example, the continuous bus services from Paderborn, Detmold, Bünde to Bielefeld and the lines Lübbecke-Bad Oeynhausen, Herford-Löhne-Bad Oeynhausen, Rinteln-Lemgo-Detmold, Paderborn- Bad Lippspringe -Detmold were canceled or stopped.

There are also a number of continuous bus connections with regular lines. For example, line 790 Detmold - Lemgo continues as line 963 to Bad Salzuflen ( go.on company for bus and rail traffic ).

In all larger towns, bus stations or shared platforms for buses and trains were set up in the immediate vicinity of the train station (including in Leopoldshöhe-Asemissen at Oerlinghausen station). At the same time, there are bus meeting points with covered bus platforms in the immediate center of the city if the train stations are a little further away from city centers.

In 1994 a city ​​bus system was introduced in Lemgo in the inner-city area . This was followed by the establishment and expansion of successful city networks in Bad Salzuflen , Detmold and Bünde. In Herford and Minden, the existing city networks ( Stadtbus Herford , Stadtbus Minden ) were extensively modified in 2003 and 2005, respectively , with the aim of optimizing and streamlining the network.

The large cities of Bielefeld ( moBiel ) and Paderborn ( PaderSprinter ) maintain city networks with considerably different organizational forms. The Paderborn city ​​bus network is traditionally organized in a closed manner, parallel to this, regional and express buses with sometimes long routes run from the main train station to the region. Bielefeld has fully integrated bus routes to the neighboring towns into the city network and removed the distinction between city and regional buses. Regional connections to the region are largely made by regional trains. There are no accelerations for surrounding lines (use of arterial roads, express buses, etc.).
