Ahmed Demir Dogan ( Bulgarian Ахмед Демир Доган , Turkish Ahmed Demir Doğan ; born March 29, 1954 in Ptschelarowo , Dobrich Oblast ) is a Bulgarian politician . From the founding of the party " Dwischenie sa Prawa i Swobodi " ( Movement for Rights and Freedoms , DPS ) until 2013 he was its chairman.

It has been known since September 2007 that Dogan was an active member of the Bulgarian Communist State Security .

Career

Dogan received his PhD in philosophy from the Konstantin Preslavski University of Shumen .

Since August 21, 1974 he was an employee of the Bulgarian State Security (DS). His code names were Angelow, Sergej or Sawa. The former secret service officer Radoslaw Rajkow stated in an interview in 1992 that Dogan had been recruited by employees of the regional office of the DS in Varna and that his university education had been financially supported by the communist state security. She also helped Dogan get a job at the Bulgarian Academy of Sciences .

He himself claims to have played a major role in the crisis that the communist government of Bulgaria triggered in the 1980s when an attempt was made to assimilate the Turkish minority in Bulgaria as part of the so-called “name change campaign” . There is no evidence or eyewitnesses for this. Against this is the fact that he must have directed the actions from prison, because he was imprisoned at the time. In 1986 Ahmed Dogan was arrested and sentenced to ten years in prison in the Varna Special Prison for Terrorist Crimes and in the notorious prisons in Pazardzhik and Stara Sagora . Some of his fellow prisoners report active cooperation with the Bulgarian secret service even during his prison years. The Bulgarian author Weselin Angelow reports after evaluating secret service files that the arrest of Dogan was staged by the secret service in order to provide Dogan with a corresponding autobiography. On December 22, 1989 he was pardoned and shortly afterwards founded the DPS party with other activists.

Criticisms

Despite its stable position within the Bulgarian party landscape, the "Movement for Rights and Freedoms" is regularly under attack. The main criticisms are the authoritarian leadership style of Dogan, but also the very rigid internal structure of the movement and the unclear funding situation, which regularly gives rise to rumors that Dogan's party is actually being financed from Turkey and is accordingly pursuing Turkish interests in Bulgaria. Dogan has contradicted this several times.

Some phrases from Dogan's statements made headlines and discussed, such as the fact that there is a "circle of companies" (Bulgarian "обръч от фирми") around him and his party and that buying votes is a European phenomenon, and most recently in the campaign for the 2009 parliamentary elections that the political power of Bulgaria is in his hands and that he is the instrument "which distributes the portions of the funding in the state".

In 2010 it became known that in 2008 during the reign of Sergei Stanischew (2005-2009) in the Ahmed Dogan Deputy. Prime Minister, he received a consulting fee of around one million euros for the construction of the Zinkow Kamak reservoir. At the same time, as a member of the government, he was involved in the decision to build the reservoir. He was charged with corruption in this regard in September and acquitted in February 2011 for lack of evidence.

As a Member of Parliament, Ahmed Dogan has by far the most absenteeism in the Bulgarian Parliament. When asked why, Dogan replied: Because I have better things to do .

Ahmed Dogan has been married twice and has two children. He has been in a relationship with model Alten Aliewa since 2002 .

During the 8th party congress of the DPS, which was held in the National Palace of Culture (NDK) in Sofia with almost 3,000 visitors , a 25-year-old man named Oktai Enimehmedow (Bulgarian Октай Енимехмедов) jumped on January 19, 2013 while Dogan was at the lectern , took to the stage and, in front of the camera, aimed a blank firing pistol (gas pistol) at Dogan's head and pulled the trigger. However, the assassination failed because the weapon jammed . On the other hand, AP reported that the assassination attempt failed because Dogan was able to knock the assassin's weapon to one side before a shot was fired. The assassin was then able to be overpowered on stage, and after being overpowered he was given numerous violent kicks and punches in front of the camera. Since the overwhelmed and recumbent assassin, who kept trying to get up, was repeatedly kicked and beaten for a minute and almost lynched on the stage, it was not clear whether he had suffered serious injuries. He was therefore taken away after his arrest (he ran himself) and immediately taken to a hospital for an initial examination. Two minutes after the attack, the delegates of the party congress joined a speaking chorus and shouted "DPS".

Numerous domestic and foreign guests attended the congress, including Graham Watson , first chairman of the group in the European Parliament Alliance of Liberals and Democrats for Europe . Likewise was Markus Löning in his capacity as Federal Government Commissioner for Human Rights Policy and Humanitarian Aid present at this congress.

The party conference was interrupted for a few hours. After that, Dogan's interrupted reporting speech was read to the end by Filis Chusmenova and it was also announced that Ahmed Dogan was withdrawing from his leadership position in the DPS and was proposing the deputy Lyutvi Mestan as his successor.

In the opinion of Atanas Atanasov, the former secret service general and director of the "National Security Service" (Bulgar. "Национална служба Сигурност"; today part of the "State Agency 'National Security'" "[Bulgar. This attack was more like a theater production, since the weapon (a blank gun ) was unsuitable for an attack.

Other comments from politicians on the attack vary from "attack on democracy" and "terrorist act" to "staging" and "provocation".

The Bulgarian Minister of the Interior Tsvetan Tsvetanov announced that the assassin Oktai Enimehmedov was known as a criminal and had been given admission to this party congress with an admission ticket from the DPS youth conference in November 2012. The attack was the worst in post-communist Bulgaria after the fatal attack on Andrei Lukanov in 1996.

The assassin is an ethnic Turk from Burgas . He had previously been arrested for drug possession , robbery and vandalism . During the assassination he carried two knives with him in addition to the alarm pistol.

After the assassination, Dogan largely withdrew from active political life and passed the party leadership to Ljutfi Mestan .
