The association Aktion Tier - Menschen für Tiere e. V. (until April 2006 Deutsches Tierhilfswerk eV ) based in Berlin is one of the largest non-governmental animal and nature conservation associations in Germany with around 200,000 members .

Goals and principles

According to the statutes , the purpose of the association is animal and nature conservation. Through education, the understanding of the animal and plant world is to be improved and the welfare of animals to be promoted. This is to be achieved through information events and campaigns. Own animal welfare projects at home and abroad and the support of other organizations should help to achieve these goals.

In principle, the association rejects the construction of animal shelters , since an animal's stay in the animal shelter can only meet its specific needs to a very limited extent and therefore it makes no sense in the long term to invest exclusively in new animal shelters. The association therefore sees its main focus in prevention work . Only through animal welfare-conscious thinking and acting of the individual can the number of sold animals in animal shelters be reduced and animal suffering prevented.

The association drew attention to the subject of animal hoarding (e.g. Exklusiv-Die Reportage , Brisant or Kerner ) and documented individual cases. As a result, there was also interference by the authorities. He also wants to counteract the illegal puppy trade and warns against buying dogs in markets, in pedestrian zones or through classifieds. He criticizes the fact that animals are still being sold in Polish markets despite a legal ban on trading dogs and cats. In various campaigns the association tries to convict illegal puppy dealers.

Projects

The association supports animal welfare projects primarily in Germany. He also finances his own projects such as the animal rescue in Munich or the squirrel rope project. Animal shelters and wildlife sanctuaries and medical care for the animals are also funded .

The association wants to sensitize children to nature and animal welfare issues. Animal welfare holidays are offered to school children every year. In September 2011, the association opened the first of 14 children's animal protection rooms (as of 2014). The patron of the animal protection room is Gabriele Princess zu Leiningen . The association also offers animal welfare classes in schools and kindergartens.

With the Kitty project , the association tries to curb the street cat population through targeted castration campaigns. He advocates a statutory castration and identification obligation for cats with free access.

criticism

Aktion Tier was formerly called the German Animal Aid Organization . It was 1985 u. a. founded by Wolfgang Ullrich. As the chairman and founder of the German Animal Aid Organization and its sister association, the European Animal Aid Foundation, Ullrich embezzled approx. 50 million DM (25 million euros) and in April 2003 was sentenced to twelve years imprisonment for breach of trust in 137 cases by the Munich II Regional Court and its general agent for breach of trust in 60 cases and aid to infidelity in 77 cases to eight and a half years. In 2006 Ullrich was released on parole. In the same year the association was renamed. In 1991, the lost German animal welfare organization for donations scandals and controversial advertising methods its charitable status from § 52 Tax Code (AO) and therefore its tax benefits , among other things, that means the failure to take account of donations ( donations ) to the club in the income tax or corporation tax of the donor. This state continues to this day (as of July 2015).

In Rhineland-Palatinate , the responsible supervisory and service directorate (ADD) for Aktion Tier 2008 refused permission to recruit members in the cities and municipalities of this state. A review by the authorities revealed that there were “considerable doubts about the proper and appropriate use of the donations”.

The news magazine Der Spiegel stated in October 2009 that only a fraction of the approximately twelve million euros in income directly benefit animals. As a result, the association obtained a court order from Spiegel based on false statements.

The DZI rates the association as “not worthy of support”. As a recognized auditing body for aid organizations, it tried several times in 2011 to obtain concrete and meaningful information from those responsible for the association about their work in terms of transparency in the use of donations for donors. The organization did not respond to the requests for information. The information in question is only partially visible on the club's website. The DZI criticizes, among other things, that apparently only a small part of the direct advertising and administrative expenses are declared as such, while the larger part (e.g. over 50% of the expenses for accounting in 2009) is attributed to campaign and information work and It is not clear to what extent the expenses for the information stands operated by the association are to be allocated to the advertising costs or to the statutory expenses. According to the standards and experience of the DZI, the stated expenses for information stand campaigns are usually completely or largely allocated to advertising and administrative expenses.
