Finally, Morgan succeeded in the 1997 general election to get the highest number of votes in the Galloway and Upper Nithsdale constituency and he moved into the British House of Commons for the first time. Morgan won the direct mandate from the long-standing mandate holder, the conservative Ian Lang . In the House of Commons, Morgan acted as whip in the SNP faction. Scottish Parliament

In the first Scottish general election in 1999, Morgan ran for the direct mandate of the Galloway and Upper Nithsdale constituency . He received the largest share of the vote and thus moved into the newly created Scottish Parliament . In the shadow cabinet of the SNP he was initially designated as State Secretary for Rural Affairs and then between 2001 and 2005 as State Secretary for Finance. In the 2003 general election , Morgan lost his direct seat to Conservative Alex Fergusson, just 99 votes behind . However, since Morgan was also placed on the second rank of the regional electoral list of the SNP for the electoral region South of Scotland , he received one of the seven list mandates for the electoral region as a result of the election result. In the 2007 parliamentary elections , he again missed the direct mandate of the constituency, but defended his mandate for the electoral region. At the 2011 parliamentary elections Morgan has not raced for more.
