Thomas was a representative of the reformist wing of the Socialist Party. he worked for the socialist daily L'Humanité . He was also mayor of his hometown during his political career.

When the First World War broke out, he advocated the Union sacrée , which saw domestic unity as the key to victory. From December 1916 to September 1917 he served as Minister of Armaments. During his tenure, arms production increased further. Thomas combined this as far as possible with social reforms in favor of the employees.
