Ziegler graduated from the Max Slevogt Gymnasium , studied at the University of Landau and then worked at the Max Planck Institute for Psychological Research in Munich, where he also received his doctorate. Ziegler completed his habilitation in 1998 at the Ludwig Maximilians University in Munich . The content of his work was the development of logical thinking. He was then a visiting professor at Columbia University of New York . He later held other visiting professorships at the Chinese Academy of Sciences in Beijing, the University of Vienna and the University of British Columbia in Vancouver. From 2011 Ziegler is at the Friedrich-Alexander-University Erlangen-Nürnberg. One of Ziegler's main research areas during his time in Ulm was promoting talented students. He founded and headed the state-wide advisory and research center for gifted children (LBFH) at the University of Ulm, which after his departure will now be continued at the Friedrich-Alexander-University Erlangen-Nuremberg.

Until 2007, Ziegler headed an international team of experts to develop a “national master plan for the promotion of gifted students” in a cooperation between the University of Ulm and the United Arab Emirates . The project was terminated prematurely by the Arab donors due to internal difficulties.

Albert Ziegler has been Secretary General of the International Association of Talent Researchers ( IRATDE ) since 2008, and Vice President of the European Council for High Ability (ECHA) since 2016. In 2016 he was elected the first chairman of the European Talent Support Network, to which more than 300 European institutions active in the promotion of talented and gifted people have come together.
