Alexandru Bârlădeanu (born January 25, 1911 in Comrat , Moldova ; † November 13, 1997 in Bucharest ) was a Romanian politician of the Romanian Workers' Party PMR (Partidul Muncitoresc Român) and from 1965 PCR (Partidul Comunist Român) . Among other things, he was Minister for Foreign Trade between 1948 and 1954, Vice-President of the Council of Ministers from 1955 to 1965, First Vice-President of the Council of Ministers between 1965 and 1967, and again Vice-President of the Council of Ministers from 1967 to 1969.

Life

Economist, Member of Parliament and Deputy Minister

Bârlădeanu began after attending school in 1933 to study at the Faculty of Law of the University of Iași , which he graduated in 1937. He then worked between 1937 and 1940 as an assistant at the Chair of Economics and Finance at the University of Iași, where he earned a doctorate in economics in 1940. He then worked from 1940 to 1946 as a researcher at the Institute for Scientific Research in Chișinău . In 1943 he joined the then Romanian Communist Party PCdR (Partidul Comunist din România) as a member.

After the end of the Second World War , he was an economic expert on the Romanian government commission at the Paris Peace Conference from 1946 to 1947 . From 1946 to 1948 he was a member of the Chamber of Deputies (Camera Deputa46ilor) . On December 6, 1946 he was first Secretary General in the Ministry of National Economy and then from August 25, 1947 to 1948 Secretary General in the Ministry of Industry and Trade. He then became Vice Minister for Industry on April 26, 1948, and as such was responsible for the textile, leather, building materials and ceramics industries. He was then appointed Vice Minister for Trade on August 28, 1948.

Minister and Vice Prime Minister

On October 7, 1948, Bârlădeanu became Minister for Foreign Trade (Ministrul Comerțului Exterior) in the fourth Groza cabinet and held this office in the subsequent first and second Gheorghiu-Dej cabinet until May 18, 1954. In 1948 he became a member of the Grand National Assembly for the first time ( Marea Adunare Națională) and belonged to this until 1975.

On July 2, 1955 he became a member of the Romanian Academy (Academia Română) . On October 3, 1955, he took over the post of Vice President of the Council of Ministers (Vicepreședinte al Consiliului de Miniștri) in the first Stoica cabinet and held this office until August 21, 1965 in the second Stoica cabinet and in the first and second Maurer cabinet . At the same time he acted between October 3, 1955 and May 26, 1956 as President of the State Planning Commission. At the Seventh Party Congress of the PMR (December 23-28, 1955) he became a member of the Central Committee of the PMR and was a member of it until August 12, 1969. After the economic expert Bârlădeanu was commissioned with the coordination of the economy after the student revolt in Timișoara in 1956 , the material situation of the population improved noticeably in the following years. It was decided to increase wages by 15 percent and in January 1957 the farmers were exempted from compulsory levies on agricultural products.

On November 23, 1962 Bârlădeanu became a candidate for the Politburo of the Central Committee of the PMR and held this position until March 22, 1965. At the plenum of the Central Committee of the PMR (March 22, 1965) he was initially a member of the Politburo of the Central Committee. At the following Ninth Party Congress of the PCR (July 19 to 24, 1965) he became a member of the Permanent Presidium of the Central Committee of the PCR and was a member of it until August 12, 1969. At the same time he was a member of the Executive Committee of the Central Committee between July 23, 1965 and August 12, 1969. He was between August 21, 1965 and December 9, 1967 First Vice-President of the Council of Ministers (Prim-Vicepreşedinte al Consiliului de Miniştri) in the third and fourth Cabinet Maurer .

On December 9, 1967, he was again Vice President of the Council of Ministers in the fourth Maurer cabinet and held this position until January 27, 1969. At the same time he held the office of President of the National Council for Scientific Research from December 9, 1967 to December 11, 1968.

Critic of Nicolae Ceaușescu, 1989 Revolution and President of the Senate

On March 11, 1989, Bârlădeanu, along with other politicians such as Gheorghe Apostol , Silviu Brucan , Corneliu Mănescu , Constantin Pîrvulescu and Grigore Răceanu, was the author of an open letter broadcast by Radio Free Europe and Voice of America ("The Letter of the Six") to Nicolae Ceaușescu , in which they expressed their criticism of the dictator's rule. In it they strongly criticized the Ceaușescu government for disregarding civil rights and the desperate economic situation and openly called for reforms. The village systematisation program was listed as one of the key points in this letter. Although the group did not receive much public support, this letter was one of the most important and momentous measures taken by the opposition during this time and was considered a break with the tradition of strict party obedience. Thereafter, Bârlădeanu was placed under house arrest on charges of foreign espionage and imperialist propaganda .

In the course of the Romanian Revolution , he was liberated on December 22, 1989 after the fall of Ceausescu. In addition, between February 2, 1990 and February 1, 1994, he was Vice President of the Romanian Academy. He then joined the National Rescue Front FSN (Frontul Salvării Naționale) founded by Ion Iliescu and represented it as a member of the Senate from 1990 to 1992 . On June 18, 1990 he became the first President of the Senate and held this position until October 16, 1992, whereupon Oliviu Gherman of the Democratic Front for National Salvation FDSN (Frontul Democrat al Salvării Naționale) was his successor.
