Almut Kottwitz (née Kruse ; born June 1, 1952 in Braunschweig ) is a German engineer, ministerial official and politician ( Bündnis 90 / Die Grünen ). From 2013 to 2017 she was State Secretary in the Lower Saxony Ministry for the Environment, Energy and Climate Protection .

education and profession

After training as an agricultural-technical assistant, Almut Kottwitz worked from 1971 to 1973 in her learned profession at the TH Hannover . From 1973 to 1976 she studied horticulture at the TFH Berlin and from 1976 to 1980 she worked as a horticultural engineer in Berlin. From 1980 to 1983 she studied international agricultural development in Berlin. The family then lived in Brazil because their husband was working on a GTZ project . She used this time for a study on improving the quality of coffee. In 1987 she became head of the environmental protection / land maintenance department at the Rhineland Regional Council .

From 1991 Kottwitz was employed as a department head for the state of Lower Saxony (Ministry for Federal and European Affairs, State Chancellery). In July 2001 she was appointed to the Lower Saxony Ministry for the Environment, Energy and Climate Protection, initially as Head of Department 1 (Central Tasks), then in the Nature Conservation Division and finally as Head of Department 2 (Water Management and Soil Protection).

politics

Almut Kottwitz joined the Alternative List in Berlin in 1979 . After the assignment in Brazil, the family moved to the Bergisches Land in 1985 for professional reasons. She became active in the district association Bergisches Land / Rhein-Sieg of the Greens. Together with her husband, she was often delegated to federal and state party conferences from 1986 to 1988 because of her international experience.

On November 7, 1989, she replaced the retired MP Otto Schily in the German Bundestag via the state list of North Rhine-Westphalia of the Greens , to which she belonged until the end of the 11th electoral term in December 1990. In the Bundestag she was a full member of the Foreign Affairs Committee and the German Unity Committee. For the coming electoral term, she was elected third on the state list by the NRW regional association.

She was committed to building a party structure for the Greens in East Germany and participated in the 1990 Bundestag election campaign in East Germany in the Green Caravan. The Greens in the west, and thus Kottwitz, ultimately failed because of the five percent hurdle that was applied separately in this election in western Germany. Only eight representatives of the Alliance 90 / Green Citizens Movements List entered the Bundestag, including two representatives of the Green Party in the GDR .

Thereupon she accepted a call from Jürgen Trittin to the Lower Saxony Ministry for Federal and European Affairs to take over the department head Europe.

From February 19, 2013 to November 2017, Almut Kottwitz was State Secretary in the Lower Saxony Ministry for the Environment, Energy and Climate Protection.
