Asset pricing system

from Wikipedia, the free encyclopedia

The system price system (APS) of Deutsche Bahn AG is used to calculate the fees for the use of local railway infrastructure , which is made available for the formation, provision and follow-up of train journeys and for the parking of vehicles. The fees are paid by the railway companies (EVU) for the use of the local railway systems of the railway infrastructure companies (EIU).

The local infrastructure includes:

In 2010, rail transport companies in Germany paid around 0.3 billion euros in fees for the use of ancillary facilities.

In addition to the length and unit-related prices for the above systems, performance-dependent components and ancillary and consumption costs are also taken into account in the APS. For new and expansion investments in service facilities at the customer's request, the list prices can be increased system-specifically. Upon special customer request, service facilities can also be used beyond existing opening times after consultation with the EIU, provided that the required staff can be ensured; the calculation is based on expenditure.

The list of charges for service facilities and the associated charge principles applicable from the timetable change on December 14, 2008 at DB Netz AG can be found in Appendix 2 of the "Terms of Use for Service Facilities of DB Netz AG 2009 (NBS)", valid from April 15 2008.

The APS does not apply to the use of the railway lines and continuous main tracks in the stations for train journeys , but the train path pricing system . For the use of platforms and stops the true station pricing system .

outlook

With the introduction of the system price system in 2014, the charges were to be increased by an average of 2.0 percent, according to Deutsche Bahn. In addition, the calculation logic should be changed from annual to hourly wages. Previous surcharges for the short-term use of service facilities should be dropped. On the other hand, a fee reduction of ten percent should be introduced for contractual commitments over an entire working timetable period.

DB Netz planned to introduce a fundamentally new system price system for the timetable change on December 14, 2014. The system distinguishes between three functionalities (forming and dissolving trains, unloading and releasing trains, loading and unloading trains) and three product categories each. In addition, additional equipment is provided, for example rail scales and toilet disposal systems. The introduction of the new system is revenue-neutral for DB Netz.
