Anraku Kanemichi ( Japanese : 安 楽 兼 道 ; born January 13, 1851 in Satsuma , Satsuma Province ; † April 12, 1932 ) was a police officer, administrator, businessman and politician in the Japanese Empire , the governor of various prefectures and four times between 1900 and 1914 Superintendent General of the Tokyo Police Department ( Keishi-chō ) . Between 1904 and his death he was also a member of the mansion ( Kizokuin ) , the upper house of the Reichstag (Teikoku-gikai) .

Life

Police Officer and Prefectural Governor

Anraku Kanemichi, whose father Niiro Ikkaku was a samurai from the Kagoshima , became an officer on watch in Tokyo in 1871 and then lived again in his hometown from October 1873 to November 1874. He then returned to Tokyo, where he became Vice Police Inspector of the National Police Agency in March 1875. In the following years he found employment as a police officer in Ishikawa Prefecture and in Kōchi Prefecture , before he was last chief of the Kumamoto Prefecture Police Department in 1886 .

In December 1896 he became governor of Yamaguchi Prefecture , in 1897 governor of Fukushima Prefecture and finally in 1898 governor of Gifu Prefecture . During this time he also founded the Nohi Agricultural and Industrial Bank in 1899. He then took over in April 1899 the post of General Director of the Police and Public Security Department in the Ministry of Internal Affairs ( Naimu-shō ) . At the same time was the founder of the Society for the Support of the Police (Keisatsu Kyokai) .

On October 19, 1900 the first appointment of Anraku Kanemichi as General-Superintendent of the Police Department of Tokyo ( Keishi-chō ) and he held this position initially until June 2, 1901. 1904 he also became a member of the manor ( Kizokuin ) , des House of Lords of the Reichstag (Teikoku-gikai) , of which he belonged until his death. He was between January 17, 1906 and July 20, 1908, from September 4, 1911 to December 21, 1912 and between February 21, 1913 and April 16, 1914 again Superintendent General of the Tokyo Police Department. In addition, he was from July 1915 to May 1921 Chairman of the fertilizer manufacturer Dai Nippon Fertilizer Co., Ltd .

For his services he was awarded the Knight's Cross on June 26, 1897 and the Officer's Cross of the Order of the Holy Treasure on December 28, 1898 . On April 1, 1914, he was Grand Officer of the Order of the Sacred Treasure, and on 1 April 1916 and Grand Officer of the Order of the Rising Sun .
