Article 12 is a British documentary by the Argentine director Juan Manuel Biaiñ . It addresses the twelfth article of the Universal Declaration of Human Rights , which calls for the protection of privacy. A number of internationally recognized experts from the fields of surveillance , cryptography and social development were interviewed for the film .

The film first addresses the private urge of the individual for information about others, in order then to include the social relationships between the individuals and to clarify who actually benefits from the surveillance of the citizens. The film focuses on the development of surveillance and surveillance technology in the USA and Great Britain. In addition to interviews and documentary material, the film also uses fictional, acted scenes and in some cases provides specific suggestions to counter the increasing surveillance by means of creative approaches.

The title of the film refers directly to Article 12 of the Universal Declaration of Human Rights promulgated by the General Assembly of the United Nations in December 1948 . The wording of the article:
“Nobody should be exposed to arbitrary interference with their private life, family, home and correspondence, or damage to their honor or reputation. Everyone has the right to legal protection against such interference or interference. "
The interviewees include the linguist and self-declared socialist Noam Chomsky , the American journalist and Democracy Now founder Amy Goodman , the cryptography experts Whitfield Diffie and Phil Zimmermann (developer of the email encryption Pretty Good Privacy ), the musician Brian Eno , the hacker Eric Corley (aka Emmanuel Goldstein ) and the British philosopher AC Grayling .

The film premiered on August 10, 2010 at the Locarno International Film Festival and took part in a number of other film festivals in the following years, including the Leeds Film Festival and the Fantasia Film Festival in Montreal 2011. In October 2011 it was shown in the supporting program of the Austrian Big Brother Awards .
