Between 1861 and 1865 he attended the genius academy and the war school in Klosterbruck (today part of the town of Znojmo , Moravia ) and embarked on a career as an officer. He served mostly on the General Staff and was in command of the 32nd Infantry Regiment. In 1866 he took part in the battle of Königgrätz as part of the German War and in the battles at Hühnerwasser , Münchengrätz , Gitschin and Dluhowitz. Guggenberg was named lieutenant in 1865, first lieutenant in 1870, major in 1880, lieutenant colonel in 1884, colonel in 1887 and major general in 1893. He retired from active service in 1897 as commander of the 20th Infantry Brigade. Subsequently he ran a small estate near Brixen. He was a local councilor in Brixen and chairman of the Kurvereins von Brixen, member of the central committee of the regional association for tourism in Tyrol and chairman of the fishing association of the Eisack and Rienz area in Brixen.

Guggenberg ran in the Reichsrat election in 1907 in the Tyrol 4 constituency and was able to prevail in the first ballot. In the 1911 Reichsrat election, he narrowly defended his mandate in the runoff election against the candidate of the German Freedom Party, Josef Rohracher . Guggenberg was a member of the House of Representatives from June 17, 1907 to November 12, 1918, and as a member of a German Reichsrat electoral district, he was also a member of the Provisional National Assembly from October 21, 1918 to February 16, 1919. In the Reichsrat, Guggenberg was a member of the Christian Social Association and, from 1911, the Christian Social Association of German MPs.

Guggenberg married Maximiliana von Auerhammer in 1888, who gave birth to a daughter and three sons. The mayor of Brixen Otto von Guggenberg (1904–1913) was his brother.
