The field of foreign and special operations (ASE) is a specialized personal protection unit of the Federal Criminal Police Office (BKA) based in Berlin .

founding

On August 15, 2007, three police officers were killed in an explosive attack on a BKA vehicle convoy in Afghanistan that was still responsible for ambassador protection. The police protection and training units were not prepared for the growing complexity of the attacks. The attack was taken as an opportunity to initiate far-reaching changes in the police protection of embassy staff and the training of ad hoc forces for war-like crisis areas by decree of the Federal Ministry of the Interior. This led to the assumption of the task of protecting ambassadors in crisis areas by the Federal Police (see: PSA of the Federal Police ) on the one hand and, at the same time, to the establishment of the "Foreign and Special Operations" unit in the BKA on the other. In 2008 the first ASE members were trained with the support of the Bundeswehr Special Forces Command, and on October 22, 2008 the newly founded ASE was deployed to Pakistan for the first time. The experience of previous events in crisis areas meant that the unit used military experience from the start with regard to operational tactics, equipment and training and still maintains extensive cooperation with various domestic and foreign special units.

Organization and mandate

The Foreign and Special Operations unit is organizationally assigned to the Security Group Department, SG Operations Group, SGE5 Operational Special Tasks Unit. It is divided into the ASE Alpha and Bravo task forces.

The portfolio of tasks at ASE has expanded over the years and adapted to current requirements. Her tasks today include the protection of the federal constitutional organs (including the Federal President , Federal Chancellor , Federal Minister) when traveling to crisis areas and the protection of foreign guests at high risk in Germany. Further cross-departmental tasks are the implementation of witness protection measures of the BKA section OE 44 with increased risk as well as the transport of prisoners within the scope of investigative procedures of the departments SO, ST or TE of the BKA. To carry out its tasks, ASE employs robust attack response teams (Counter Attack Teams, CAT for short), depending on the order and situation.

Since its founding, ASE has completed around 200 assignments (as of 2019), the majority of them abroad. Foreign assignments were u. a. in Iraq , Mali , Israel , Pakistan , Palestinian Territories , Lebanon , Yemen , Nigeria , South Sudan , Chad , Egypt , DR Congo , Libya , Niger , Rwanda , Somalia , Ethiopia , Ivory Coast , Kenya , Kosovo , South Africa and mostly in Afghanistan . In Germany, ASE u. a. at the Afghanistan conference at Petersberg (Bonn), the G7 summit in Elmau, the OSCE meeting and G20 summit in the Hanseatic city of Hamburg, as well as during visits by the American President , the Israeli Prime Minister and the Turkish President.

Training and allowances

The ASE officials must be able to work in crisis regions of the world with food and sleep deprivation in the most adverse climatic conditions. Therefore, they have to undergo a separate selection process, the requirements of which go far beyond those of a normal personal protection officer, as well as a medical suitability test. In principle, any police officer from the Federal Criminal Police Office, the federal government and the federal states can apply.

Important requirements for use are:

In the aptitude selection process, a. the personal skills tested:

  • Physical performance such as strength and endurance: overcoming an obstacle course, bench press with 80% of body weight, 3000 meter run
  • Knowledge of intervention techniques by defending against physical attacks
  • Shooting skills and weapon handling on a shooting range with cognitive elements
  • psychodiagnostic test before and after exercise

Furthermore, stress stability, social skills and communication skills are tested.

In the case of suitability, there will be several months of advanced training, in which the BKA personal protection training is integrated, as well as subsequent specializations. If the ASE advanced training course is not passed, further use in the direct personal protection of the BKA takes place if appropriate.

Active members of the ASE are entitled to a claim in accordance with Section 22 Paragraph 2 No. 5 of the Hardship Allowance Ordinance (employment in a personal protection command set up for personal protection tasks in foreign operational areas with very high or extreme loads in accordance with Section 3 Paragraph 1 Number 5 or 6 of the Foreign Use Surcharge Ordinance ) monthly allowance of € 375.
