Legal basis

Excerpt from the municipal regulations for Schleswig-Holstein from February 28, 2003:
§33 (4) :
The chairperson of the municipal council is designated mayor in municipalities with a full-time mayor, and mayor in independent cities. In district cities with more than 20,000 inhabitants, the main statute can, in deviation from sentence 1, stipulate that the chairman of the city council should be named city president.
