Barry Edward Carter (born October 14, 1942 in Los Angeles , California , † January 15, 2014 in Washington, DC ) was an American lawyer and professor at Georgetown University .

Carter was born the son of salesman Byron Edward Carter and his wife Esther. He had a brother. Carter was married twice. The second marriage he was on May 17, 1987 with the lawyer Kathleen Anne Ambrose, daughter of Myles J. Ambrose. Cater was a father of a son and a daughter.

Professional background

He received his education at Stanford University , where he was awarded a Bachelor of Arts . This was followed by studies at Princeton University , which he finished with a degree with a major in economics . He then received his Ph.D. from Yale University in trade law . During this time he was on the editorial team of the Yale Law Review . After his military service in the United States Army , from which he retired with the rank of lieutenant colonel , he initially worked as a lawyer in California and Washington. He later entered the civil service, initially working at the Pentagon . He then moved to the United States National Security Council and worked there under Henry Kissinger . In 1979 he received a reputation as a professor at Georgetown University in Washington, DC There, he held, among other things lectures in the field of international law and became head of the Georgetown Law Center on Transnational Business and Law . He returned to the civil service in 1993 and served as Undersecretary of State in the Clinton Administration for enforcement of commercial law. He also advised the then Secretary of Defense William Perry on nuclear non-proliferation issues . In 1996 he returned to Georgetown University. In addition to his university activities, he was a member of the board of various companies.

Memberships

While studying at Stanford, Carter became a member of the Phi Beta Kappa fraternity . From 1992 to 1993 he was head of the American Society for International Law . He also advised several legal journals. He was also a member of the American Bar Association and was vice president of the Arms Control Association .
