After Jack Ryan becomes the new president following the deaths of much of Congress , the Senate , the Supreme Court, and the government - including the President of the United States - he begins the task of restoring the American federal government.

This is not going to happen without problems, so the previously resigned Vice President Kealty tries to declare himself the new president with the help of the press. There are also problems in the Middle East , where a new joint state is forming after an attack on the Iraqi president commissioned by Iran . This United Islamic Republic led by Ayatollah Daryaei consisting of Iraq and Iran, begins soon after a bioweapons attack with Ebola virus to the US and also tried the President's daughter and kill himself. This is intended to paralyze the United States' ability to act and enable the new state to conquer Saudi Arabia and Kuwait .

However, the CIA , particularly John Clark and Ding Chavez, exposes the United Islamic Republic's link to these acts, and the attack on Saudi Arabia is repulsed with the help of the American army . Shortly afterwards, during a speech by Jack Ryan, the house of the Ayatollah is shown live by two F-117 stealth bombers, killing the Iranian leadership and establishing the Ryan Doctrine. As an epilogue, President Ryan announces that he will run as a candidate for president in the next term.

Trivia

The original title Executive Orders means the presidential decree , with the help of which the president can order far-reaching measures. So the expression command from above does not mean that the Ayatollah Daryaei is acting on a higher command.
