Some of these foundations are referred to as party affiliates . These foundations are formally independent, but were founded from within the ranks of the respective party in order to support its goals through educational and public relations work.

The organizations for the promotion of talented students are intended to reflect the diversity of German society by depicting the various ideological, religious, political, economic or trade union-oriented currents in Germany.

Amount of funding

The amount of financial support is generally based on the individual financial circumstances, but is identical in the comparison of the works, since the funding of the scholarships is provided in all cases by the Federal Ministry of Education and Research, which therefore also specifies the calculation rules. Students then receive a basic scholarship of up to 735 euros per month, which is based on BAföG and is calculated depending on their own income and assets as well as the income of their parents. In addition, they receive a flat-rate study fee of 300 euros per month. Doctoral candidates receive up to 1,350 euros per month.

The organizations for the promotion of talented students differ in the type of selection of their scholarship holders and in the type and offer of non-material support - the educational program.

Scope of funding

At the beginning of her term of office, the Federal Minister for Education and Research Annette Schavan set herself the goal of increasing the proportion of students sponsored by the gifted student organizations and provided additional funds. This measure was intended to complement the tuition fees that were introduced around the same time . Some universities also waive the tuition fee for scholarship holders from the organizations promoting the gifted. Many universities are considering such a measure. The Free State of Bavaria compared its tuition fees with its own additional elite network . However, he cooperates exclusively with the German National Academic Foundation . However, the scholarship holders are free to apply to another organization for the promotion of talented students.

The funds made available increased from 80.5 million (2005) to 198.8 million euros (2013). In 2008, one percent of the total number of students was funded as scholarship holders for the first time. The number of students sponsored by the gifted support organizations has risen from around 13,400 (2005) to around 25,900 (2013).
