A severely disabled person's pass is a nationwide proof of the status of a severely disabled person , the degree of disability and other health characteristics that are a prerequisite for claiming rights and compensation for disadvantages . In contrast to the notification of assessment (which also contains statements on the type of disability), the severely handicapped ID card does not state the functional disorders on which the disability is based. If the severely disabled status is to be proven, it is sufficient to present the ID. However, the assessment notice cannot be requested, something that some employers do not know or do not observe.

With the help of a supra-local social welfare agency, it is possible to have an assistant funded for everyday life. This assumption of costs is also possible for helpers of children during school time.

Features and marks

The basic color of the pass is green; it also has an orange-colored surface imprint if one of the marks “G”, “aG”, “H”, “Bl” or “Gl” was detected. The ID card with an orange-colored surface imprint enables disabled people to travel free of charge in local public transport if there is also a valid token on the “supplementary sheet”. Severely disabled people with the symbols “G” or “Gl” can choose whether they want to use the free rides or a reduction in vehicle tax of 50 percent. People who are extraordinarily handicapped ("aG"), blind ("Bl") or helpless ("H") or whose ID card shows "war damaged" can be exempt from vehicle tax and also use local public transport free of charge. The tax advantages are only possible if the vehicle to be subsidized is registered in the name of the severely disabled person. To apply for a token, tax reduction or tax exemption, the severely handicapped ID card and the accompanying sheet must be presented to the vehicle tax office of the main customs office responsible for the holder; The local customs offices also accept such applications.

An additional payment has to be made for the free travel token (€ 80.00 per year, € 40.00 for half a year). The additional payment does not apply to the marks “Bl” (blindness) and “H” (helplessness). Beneficiaries under the Social Security Code ( SGB ​​II , SGB ​​VIII , SGB ​​XII ), the Federal Pension Act or the Federal Compensation Act are also exempt from co-payment.

If the mark “B” (accompanying person) is not deleted on the front of the ID card (only with green / orange ID card), any accompanying person can travel free of charge in all passenger traffic. Anyone who has the “G” and “B” characters in their ID card and is severely disabled, e. B. due to a spinal or heart disease, can receive a special parking permit. It does not authorize the use of a disabled parking space, but offers other facilities, e.g. Parking in restricted grip ban to three hours. The authorization is only valid for Germany and is mostly limited to the issuing federal state.

Anyone with the “aG” sign in their ID card can apply for an ID card for the use of disabled parking spaces (blue sign with white wheelchair).

Anyone who has the "TBl" mark in their ID card is exempted from broadcasting fees on application, claims deaf-blind assistance, double blind allowance (currently only in Berlin and Bavaria, in some other federal states only increased blind allowance) and the cost of technical aids for deaf-blind people from health insurance companies ( up to now, “Gl” and “Bl” also led to problems in the selection when assuming the cost of aids, the new mark has now led to complete clarity for the health insurance companies).

Legal basis

The legal basis for the severely handicapped ID is § 152 of SGB ​​IX in connection with the Severely Handicapped ID Ordinance . Relevant for the assessment of the degree of disability, the examination of whether the other health prerequisites for the determination of disadvantage compensation exist, were the indications for the medical expert work in the social compensation law and according to the severely disabled law until December 31, 2008 .

On the basis of a new authorization to issue ordinances created in December 2007 (in Section 30 (17) BVG), the indications were transferred to the Health Care Ordinance on January 1, 2009 and were thus for the first time enshrined in an ordinance. They are now legally binding for administrations and courts.

The ID was issued in paper form in DIN A6 format. For severely disabled people from the age of ten, a passport-size photo is provided. It has the colors green and green / orange (if the symbols G, aG, H, Gl, VB or EB are present).

Since January 1, 2013, the pass was also available in the format of an identification card (credit or check card); since 2015 it has only been exhibited in this way. The identification card corresponds to the ID-1 format of common credit cards . ID cards based on the old model issued by December 31, 2014 remain valid until their validity period expires. They can be exchanged for an identification card at the request of the person concerned. The passport photo is scanned and the person concerned receives it back; the finished card will be sent by post.

The new ID cards also contain a sentence in English about the severely disabled property (The holder of this card is severely disabled) and a note (letters sch-ba ) in Braille for ID cards for blind people . Any associated token for using free travel has also only been issued in the corresponding size since 2013.
