Benalla is a city in the Australian state of Victoria and is located about 190 km northeast of Melbourne on the highway and the railway line between Melbourne and Sydney . It is the center of the Local Government Area Benalla Rural City .

Benalla is an agricultural small town with around 9,000 inhabitants and was founded in the 1940s. At first it was called Broken River after the river on which it lies .

Benalla is also called the "Rose City" and is known for its public gardens. It also has a small airport and is a center for gliding and hot air balloonists.

The professional cyclist Baden Cooke was born in Benalla .
