Coordinates: 36 ° 33 ′ S , 145 ° 58 ′ E The Rural City of Benalla is a local administrative area (LGA) in the Australian state of Victoria around the city of Benalla . The area is 2352.6 km² and has about 14,000 inhabitants.
The rural community of Benalla is located about 190 km northeast of the capital Melbourne and includes the following localities: Baddaginnie, Benalla , Devenish, Goorambat, Lima South, Molyullah, Swanpool, Tatong, Thoona, Warrenbayne and Winton. The seat of the Rural City Council is in the city of Benalla in the center of the LGA.
The city gained importance as a stopover on the way from Melbourne to Wodonga and on to Sydney. In addition to some industry in the 9000-inhabitant community, the LGA area is mainly agricultural.

The Benalla Rural City Council has seven members who are elected by the residents of the seven wards. These seven counties are Lake Benalla, Dunlop, Churchill and Islands Ward in the City of Benalla area, as well as Lake Mokoan, Winton and Mount Samaria. The mayor of the council is also recruited from among the councilors.
