Coordinates: 36 ° 42 ′  S , 142 ° 5 ′  E The Rural City of Horsham is a Local Government Area (LGA) in the Australian state of Victoria . The area is 4,266.8 km² and has about 19,600 inhabitants.

The rural parish of Horsham is about 270 km west of the capital Melbourne and includes the following localities: Wall, Pimpino, Jung, Natimuk, Horsham and North Juna. The seat of the Rural City Council is in the town of Horsham in the center of the LGA on the Wimmera River with about 15,600 inhabitants.

Horsham was named “Australias Tidiest Town” in 2001. It is the largest town in the Wimmera region from the Grampians to the border with South Australia, an agricultural area that is mainly used for growing grain and raising sheep.

Mount Arapiles near Natimuk is famous . The 369 m high quartz sandstone mountain offers ideal rock faces for climbers and is popular not only with Australians, but also with visitors from all over the world. Because of its appearance, the isolated mountain is also known as "Ayers Rock of the Wimmera". The associated state park also offers a diverse range of flora and fauna.

Horsham Rural City Council has seven members elected by LGA residents. Horsham is not divided into districts. The mayor of the council is also recruited from among the councilors.
