Coordinates: 37 ° 49 ′  S , 145 ° 11 ′  E Whitehorse City is a local government area (LGA) in the Australian state of Victoria . Whitehorse belongs to the metropolis Melbourne , the capital of Victoria. The area is 64 km² and has about 160,000 inhabitants.

Whitehorse is 14 to 15 miles east of Melbourne city center and contains 16 neighborhoods: Blackburn , Blackburn North, Blackburn South, Box Hill, Box Hill North, Box Hill South, Burwood, Burwood East, Forest Hill, Mitcham, Mont Albert, Mont Albert North, Nunawading, Vermont, Vermont South and parts of the Surrey Hills. The City Council is based in Nunawading in the north of the LGA.

Whitehorse is primarily a residential area with over 350 parks and green spaces. There is also predominantly retail trade in the area.

Famous bank robber Ronnie Biggs was in hiding in the Blackburn North neighborhood for some time in the 1970s before escaping to Brazil.

Michael Balzary , better known as "Flea" from the Red Hot Chili Peppers, was born in Burwood. Global Television Studios , where the internationally renowned soap opera Neighbors is filmed, is located in Whitehorse .

The Whitehorse City Council has ten members elected by the residents of the five wards (two councilors per ward). These five boroughs (Elgar, Riversdale, Central, Springfield and Morack) are independent of the boroughs. The mayor of the council is also recruited from among the councilors.
