Bernhard F. Seyr (* 1976 in Linz ) is an Austrian educational , social and economic scientist and specialist author .

Life

Bernhard Friedrich Seyr grew up in Linz on the Danube and in Salzburg . He graduated from the Commercial Academy I in Salzburg in 1995. He then studied educational, social and economic sciences at the universities of Salzburg and Linz . During his studies he was involved in the student council and from 1999 to 2000 he was the chairman of the Austrian student body at the University of Salzburg. From 2000 to 2002 he was a scholarship holder of the Austrian Academy of Sciences . In 2002 he obtained his doctorate in Salzburg. phil. as well as in Linz for Dr. rer. soc. oec. He then devoted himself to numerous research projects and teaching assignments at domestic and foreign universities in his specialist areas. In 2004 he was appointed as a sworn and court-certified expert at the Salzburg Regional Court. In 2010 he completed his habilitation in economics and organizational sciences at the West Hungarian University of Sopron , where he was awarded the title of Dr. habil. and where he has been teaching and researching ever since. In 2011 his university honored him with a titular professorship . In addition to his academic work, Seyr is the managing director of the Institute for Human Resource Management and Vocational Education in Salzburg as well as a business educator. He is married and lives in Salzburg.

Scientific work

Bernhard F. Seyr primarily devotes himself to interdisciplinary research fields in the area of ​​tension between economics, business administration, educational and social sciences. His main research interests are governance , knowledge management , human resources and systems theory .
He is regarded as a sharp critic of the predominant quantitative orientation when measuring the performance of educational systems and educational institutions, since he believes that too strong an output orientation (e.g. on the number of graduates or university graduates) leads to a loss of quality and a devaluation of educational qualifications. For the 2001/02 academic year, he prepared the first intellectual capital report in the Austrian FH sector , which also specifically addresses qualitative factors. Seyr is the inventor of the 4-Quadrant Portfolio (4QP) for the systemic and multidimensional evaluation of personnel development measures from a personal, interpersonal, non-personal and educational point of view. He is also the author of a dictionary on governance and systems theory.
