Brian Buik Low ( 1937 - 2015 ) was a British diplomat .

He was the United Kingdom's Ambassador to Estonia from 1991 to 1994 .

Then from 1994 to 1997 he was High Commissioner in Papua New Guinea .

He was honored with the appointment as Commander of the Order of the British Empire .
