Bruno Stagno Ugarte (born April 8, 1970 in Paris ) is a Costa Rican diplomat and politician .

biography

After attending school, he studied political science at the School of Foreign Service at Georgetown University from 1988 to 1992 , which he completed in 1992 with a Bachelor of Science in international relations. He then studied at the University of Paris III and graduated in 1994 with a master's degree in political sociology . In 2001 he also completed postgraduate studies at Princeton University's Woodrow Wilson School with a Masters in Political Science.

After returning to Costa Rica, he entered the diplomatic service . First was Consul General and Counselor at the Embassy in France between 1994 and 1998 . He was then for a short time assessor in the Ministry of Foreign Affairs as well as member and secretary of the qualification committee for the diplomatic service. From 1998 to 2002 he was head of the cabinet of Foreign Minister Roberto Rojas López .

In addition to these activities, he was also Professor at the Universidad Latina in 1999 and then from 2001 to 2002 Professor of Political Science at the Universidad de Costa Rica (UCR).

In 2002 he was appointed permanent representative to the United Nations in New York . In addition to the USA, Stagno spoke out in favor of a worldwide ban on cloning . During this time he was the successor to Prince Zeid Ra'ad Zeid Al-Hussein, the Jordanian Permanent Representative to the UN, from 2005 to 2008 President of the Assembly of the States Parties of the International Criminal Court (ICC) in Den Hague . In 2008 he was followed by Christian Wenaweser, the permanent representative of Liechtenstein at the UN.

On May 8, 2006, Stagno was appointed Foreign Minister by President Óscar Arias Sánchez . In his role as Foreign Minister, he particularly advocated the implementation of the nuclear test ban treaty . After exactly four years in office, he was succeeded on May 8, 2010 by René Castro Salazar as Foreign Minister.
