Federal Advisory Council for Integration

The Federal Advisory Council for Integration is a body that supports and advises the Federal Government Commissioner for Migration, Refugees and Integration in fulfilling his or her tasks. The current chair is Minister of State Maria Böhmer , integration commissioner of the federal government.

Facility

Before the third integration summit of the federal government in November 2008, 17 migrant associations criticized the implementation of the national integration plan so far and called for the establishment of a federal advisory council for integration. The Association of Turkish Congregation in Germany had called for the Federal Advisory Board and pointed out that such an advisory board already existed at the Federal Office for Migration and Refugees (BAMF) and had been dissolved when the immigration law was last reformed. In October 2008, Böhmer rejected the request to set up a federal advisory council for integration. In the black and yellow coalition agreement of 2009 , the establishment of a "Federal Advisory Council for Integration" is agreed. How this federal advisory council will be made up remains unclear in the contract.

The advisory board, which was finally set up in January 2011, will have its own office under the umbrella of the Federal Chancellery in the workforce of the integration commissioner with a budget of 260,000 euros.

Members and resolution

The advisory board consists of up to 32 appointed members, including 10 from migrant self-organizations :

The advisory board also includes representatives of the municipal umbrella organizations , foundations , the Federal Employment Agency , employers and trade unions , sports, voluntary welfare and the churches and religious communities . In addition, science and research should be represented, while individual personalities can also be appointed. The chairperson of the Interior Committee of the German Bundestag , the chairperson of the Conference of Integration Ministers and a representative of the Federal Ministry of the Interior have permanent guest status .

The advisory board takes its decisions with a two-thirds majority of the members present. Official announcements of the advisory board are made by the chairperson.

criticism

While the German Cultural Council regrets the lack of cultural associations in the Federal Advisory Board , Kenan Kolat , chairman of the Turkish community in Germany, the Green politician Memet Kilic and the left-wing politician Sevim Dagdelen complain that the advisory board should only support the work of the integration commissioners, who do myself have no decision-making powers. The state integration council of North Rhine-Westphalia criticizes the fact that among the ten migrant representatives there is no member from the elected integration and foreigner advisory councils or their federal and state associations.
