Maria Böhmer (born April 23, 1950 in Mainz ) is a German politician ( CDU ). She has been President of the German Commission for UNESCO since June 2018 . In Merkel III's cabinet , she was Minister of State in the Foreign Office from December 2013 to April 2018 and was responsible for foreign cultural and educational policy, for the United Nations, foreign trade and issues of sustainable development. Before that, from November 2005 to December 2013 she was Minister of State for the Federal Chancellor and the Federal Government Commissioner for Migration, Refugees and Integration .

Life

education and profession

After graduating from high school in 1968, Böhmer studied mathematics, physics, political science and pedagogy for teaching. In 1971 she passed the state examination; In 1974 she received her doctorate as Dr. phil. at Johannes Gutenberg University Mainz with the dissertation on the choice of compulsory elective subjects in Realschule - a study of the decision criteria of Realschule students in Rhineland-Palatinate . Political party

Böhmer joined the CDU in 1985. She is a member of the Women's Union , the local political association of the CDU and CSU in Germany and the Christian Democratic workforce . Since December 2014, Böhmer has also been a member of the federal committee for foreign, security, development and human rights policy of the CDU.

MPs

From 1990 to 2017, Böhmer was a member of the German Bundestag , initially in the Frankenthal constituency and from 1998 in the newly tailored Ludwigshafen / Frankenthal constituency. She won the Ludwigshafen / Frankenthal constituency directly in the 2009 and 2013 federal elections . She had previously entered the Bundestag via the Rhineland-Palatinate state list. Maria Böhmer was deputy chairwoman of the CDU / CSU parliamentary group from 2000 to 2005 .

As a member of the Bundestag and Minister of State, Maria Böhmer has often used her political room for maneuver to provide full and long-term support for issues. Minister of State

From November 22, 2005 to December 17, 2013, Böhmer was Minister of State to the Federal Chancellor and the Federal Government Commissioner for Migration, Refugees and Integration. As the first holder of this office, her official seat was in the Federal Chancellery and she was given a permanent seat in the Federal Cabinet as Minister of State. This reflects the new meaning of office. The paradigm shift in integration policy under Maria Böhmer was particularly evident in the fact that migrants were directly involved in shaping politics. Böhmer initiated the integration summit in the Federal Chancellery and the National Action Plan for Integration . Education, language and job promotion became the focus of German integration work. From December 2013 to April 2018, Maria Böhmer was Minister of State in the Foreign Office. Böhmer was President of the UNESCO World Heritage Committee in 2014/15 . Federal Foreign Minister Frank-Walter Steinmeier appointed her special commissioner for UNESCO World Heritage, cultural conventions, and education and science programs in April 2016. Her responsibilities ranged from foreign cultural and educational policy to politics in the United Nations and foreign trade policy. She has been committed to sustainable development for many years. In 2015, Böhmer was co-chair of the German-Australian advisory group, which in November 2015 presented recommendations to Chancellor Angela Merkel and Prime Minister Malcolm Turnbull on how to intensify relations. Böhmer was a member of the ZDF television council from 1992 to 2002 and its deputy chairman from 2002 to 2016.

In 2006 Böhmer initiated the Diversity Charter in Germany and launched the “Diversity as Opportunity” campaign. From 2010 to 2013, she was an integration officer in the sponsoring association of the Diversity Charter.

On June 8, 2018, Maria Böhmer was elected President of the German UNESCO Commission.

Political positions and initiatives

As the federal chairwoman of the Women's Union , Böhmer campaigned for better recognition of child-rearing periods in retirement. Maria Böhmer pushed through the maternal pension, which has been in effect since June 1, 2014, in the 2013 coalition talks. On this basis, 9.5 million mothers have since received a higher pension.

Böhmer opposes sexist or pornographic depictions, forced marriage and domestic violence.

In November 2005, Böhmer, as deputy leader of the Union parliamentary group, defended the ban on " killer games " planned by the grand coalition . She argued that depictions of violence in games lead to the practice and imitation of violence. Under the impression of acts of violence such as the rampage in Erfurt , she campaigned for preventive action. However, she was aware that bans are less effective in the digital world than on television, as young people also share computer games with one another.

It is for the acquisition of German citizenship for migrants who meet the legal requirements. Böhmer rejects local voting rights for foreigners from non-EU countries.

Böhmer pointed out that, according to the "Second Integration Indicator Report", it is of considerable importance for the school development of migrant children whether the everyday language in the family is German. She therefore demanded that the parents should meet their responsibility in this regard. But they should also be more involved in educational work.

At the end of June 2017, Böhmer approved marriage for everyone in the Bundestag.
