The Austrian Federal Theaters are the umbrella organization of the Austrian State Theaters and include the State Opera , the Volksoper and the Burgtheater with its branches, the Akademietheater and Casino on Schwarzenbergplatz , as well as the Vienna State Ballet and organizational companies. With 2500 employees they see themselves as the largest theater company in the world.

history

The original theater association, founded in the 19th century, was called kk  Hoftheater and comprised the kk Hofburgtheater and the kk Hofoper. The two stages were part of the crown property and as such were subject to the direct decision-making powers of the emperor.

After the First World War and the end of the monarchy, the crown estates passed into the possession of the Republic of Austria ( First Republic ) in accordance with the Habsburg Law . In April 1919 the state budget took over the deficit of the two theaters. With the appointment of Adolf Vetter (then director of the Trade Promotion Office) as President of the State Theater Administration and the transfer of the business by the Republic in June 1920, the continued existence of the theaters was secured. In 1931 the fee system was reorganized.

Due to the law on the structure of the administration in the Ostmark ( Ostmarkgesetz ) of April 14, 1939 and the 6th ordinance on the transfer of tasks and powers of the Reich governor in Austria of January 11, 1940, the state theaters were subordinated to the Viennese governor.

During the Second World War , the state administration of the Reichsgau Vienna took over responsibility. With the Authority Transition Act of July 20, 1945, which legally enshrines the transfer of business from the German Reich authorities to the authorities of the Republic of Austria, the administration of the theaters was also handed over. The department for art affairs in the Federal Ministry of Education was responsible for the federal theaters from 1945.

The Volksoper was finally integrated into the “Bundestheater” in 1955.

Federal theater administration 1971 to 1999

In 1971, the federal theater administration was founded as part of a spin-off from the ministerial administration. A committee of five personalities ( Rudolf Gamsjäger , Gottfried Heindl , Robert Jungbluth , Gerhard Klingenberg , Albert Moser ) was provided for the management of the newly organized federal theaters. Robert Jungbluth, who was subsequently appointed Secretary General (for administrative and economic matters) by the then Minister of Education Leopold Gratz , held this position until 1987. During the 16 years of his tenure, the federal theaters were given a completely new organizational and business management structure. A new house was built in Hanuschhof for the ballet school and the decoration and costume workshops were reformed. A three-shift operation for the technical staff was introduced and the card sales were converted to EDP. Robert Jungbluth saw to it that the “curtain ban” in the Burgtheater and the protection against dismissal through the “ten year clause” were lifted. He also put through the broadcasting of important productions on television. The founding of guest performances by the Austrian Federal Theaters in Japan dates back to the Jungbluth era.

Georg Springer followed him as General Secretary from 1987 to 1999.

Bundestheater-Holding from 1999

In the course of a structural reform in 1998, a federal law, the Federal Theater Organization Act, was passed in the National Council. This law releases the federal theaters into legal independence and regulates organization and tasks within the framework of the cultural-political mandate.

In 1999 the Bundestheater-Holding  GmbH, which is 100% owned by the federal government, was founded. At the same time, as subsidiaries for the Vienna State Opera, Volksoper and Burgtheater and Theaterservice  GmbH were founded, the latter as a service provider in the areas of storage and transport, building management, building technology, maintenance, IT service, costume and decoration workshops, and joint ticket sales the federal theater.

In 2005, ART FOR ART Kreativ-Werkstätten  GmbH was founded as a 100% subsidiary of Theaterservice GmbH. This step was legally necessary and made economic sense in order to be able to act as an efficient partner on the free market. ART FOR ART took over all service areas of the theater service.

Organization and tasks

The Federal Theater Holding  GmbH is the majority shareholder (51.3%) of the Theater Service  GmbH. The remaining 48.9% are divided equally (16.3% each) between Burgtheater  GmbH, Wiener Staatsoper  GmbH and Volksoper Wien  GmbH. ART FOR ART Kreativ-Werkstätten  GmbH, in turn, is owned by Theaterservice GmbH.

The federal government provides an annual subsidy of 138.6 million euros (as of the 2007/2008 financial year) as the basis for fulfilling the cultural and political mandate of the stage companies and for performing the tasks of the federal theater holding company.

The ballet of the Vienna State Opera and Volksoper ( Vienna State Ballet ) is an artistically and financially autonomous ARGE subordinate to the two music theaters , and a merger of the previous ballet companies of the State Opera and the Volksoper that took place in the 2005/2006 season. Gyula Harangozó was in charge of the project . The aim of this organizational reorientation was to increase the artistic quality of the dance. The performance opportunities have been increased significantly, with three to four new productions per season being carried out in both houses. The ballet works artistically and financially independently.

The Vienna Chamber of Commerce commissioned the Institute for Advanced Studies (IHS) to carry out a study of the “economic impact of the Austrian federal theaters on the economic strength of Vienna and on Austria as a whole”. The results were published in January 2008. The overall economic impact of the federal theaters in relation to the 2005/2006 financial year was EUR 432.64 million.

From 1999 to 2014 Georg Springer was managing director of the Bundestheater-Holding, followed by Günter Rhomberg . In December 2015 it was announced that Christian Kircher would become managing director of the Bundestheater-Holding in April 2016. Kircher presented his first balance sheet as managing director in February 2017.

Core tasks of the Federal Theater Holding

  • strategic management of the subsidiaries
  • Controlling
  • financial security for the stage companies as a prerequisite for fulfilling their cultural and political mandate
  • uniform regulation of fundamental questions of the group and their implementation
  • Negotiation and conclusion of collective agreements for the group companies
  • Maintenance of the historical theater buildings (castle and academy theater, Vienna State Opera, Volksoper)

The group in numbers

The Bundestheater-Holding (with all companies) employed around 2,450 people in the 2006/2007 financial year (1,060 artists, 1,172 employees as technical staff, the remainder are employees, contract employees and civil servants). During this period, these ensured that the 1,471 performances with a total of 1,314,587 visitors ran smoothly.

The theaters generated sales of EUR 55.3 million. The federal subsidy was EUR 133.6 million. Sponsoring and other income amounted to EUR 23.8 million. The total revenue of 212.7 million euros is offset by personnel costs of 149.2 million euros.

Around 2 million euros (excluding VAT) were spent on the maintenance of the historic buildings and their interior fittings in the 2006/2007 financial year.

The Bundestheater-Holding mbH is considered the largest theater group in the world.

Holding public forum

A public forum is used as an organ of the holding company, which is supposed to represent the interests of the visitors of the stage companies. It consists of twelve members from the group of theater-goers and is elected for a term of office of three years. The audience forum holds at least two audience discussions per calendar year and per stage company. The subjects of these public discussions are the fulfillment of the cultural-political mandate, marketing, ticket sales and actual organizational processes of public interest.
