The Federal Association of Broadband Communication e. V. (BREKO) is a trade association . It is supposed to represent the interests of the approximately 350 telecommunications companies belonging to it, which offer voice and data services via their own infrastructure and compete with Deutsche Telekom . BREKO also has associated members who promote the association and its members, but do not have any original membership rights.

Goals and activity

The interest group represents the concerns of the alternative subscriber network operators vis-à-vis the legislature, the European Commission , the Federal Network Agency and the interested public. He has set himself the goal

  • to ensure fair competitive conditions in the telecommunications market;
  • continue the liberalization process and promote infrastructure competition &
  • to promote the economic activity of its members.

A realignment took place in 2009, as two large member companies ( NetCologne and M-net ) left BREKO and founded Buglas (Federal Association of Fiber Optic Connection ). The enormous growth in the number of companies represented in BREKO since then, the inclusion of nationwide network operators and the increasing importance of the broadband sector resulted in the renaming of the former “Federal Association of Regional and Local Telecommunications Companies” to “Federal Association of Broadband Communication”.

The substantive work of the association is carried out by the managing director Stephan Albers and the following working groups:

  • The oldest and central working group is the AK Regulation and Strategy, headed by Andreas Hühn, ( EWE TEL ). Predecessors were: 2014–2017: Andrea Weißenfels (EWE TEL), 2009–2014: Dr. Remco van der Velden ( Telefónica Deutschland Holding ), who has been Chairman of the Advisory Board of BREKO since 2016, 2000–2009: Patrick Helmes ( NetCologne ).
  • The second important working group is AK Technik, headed by Frank Brech (NetCom BW) since it was founded in 2009.
  • AK Glasfaser has existed since 2010 and has been headed by Dirk Sasson (Stadtwerke Neumünster) since then.

In addition, the BREKO purchasing group (BREKO EG) was founded in 2010 and the BREKO service company in 2011. BREKO EG, under the management of Managing Director Jürgen Magull, takes on the task of bundling the demand from local and regional carriers among the BREKO members and thereby purchasing advance payments at more favorable conditions. For its part, the BREKO service company is used to organize specialist events in the field of information and telecommunications technology, such as the annual fiber optic fair.

In addition, in April 2017, BREKO announced that BREKO EG would operate an online trading platform from July to bring together providers and buyers of fiber optic connections and thereby promote broadband expansion.

Members

In August 2020, around 350 companies from the telecommunications sector are represented in Breko - including around 200 network operators - which together represent around 99% of all of Deutsche Telekom's landline competitors. A key feature of the company is the operation of its own network infrastructure. Your business model is based in part on using the subscriber line , i.e. the last mile to the customer, which is in the hands of Deutsche Telekom. Other BREKO members alternatively offer the direct connection of the participants (primarily business customers) to their own network infrastructure. In some cases, alternative access technologies such as broadband cables , fiber optic cables or radio technologies ( WLAN , WiMAX ) are also used. In addition to larger companies in metropolitan areas, BREKO also includes companies with a strong regional character such as EWE TEL (Lower Saxony / Bremen / Brandenburg), BITel (Bielefeld / Gütersloh) and associations with several regional carriers or carriers operating nationwide (e.g. 1 & 1 Versatel ).

The business areas of the companies represented in BREKO include fixed network , ISDN , DSL , broadband and cable networks .

February 7, 2009, the two founding members joined M-net and NetCologne because of disputes in connection with the claim from the TAL to lower charges for interconnection. While BREKO had advocated lowering the rent for the subscriber line of Telekom Deutschland since it was founded, the companies mentioned wanted to enforce higher fees due to their change of strategy to self-development with FttB / H. M-net and NetCologne then founded the Federal Association of Fiber Optic Connection , which now has around 150 members.

BREKO was founded on April 19, 1999. The office is based in Bonn . The association's president is Norbert Westfal (managing director of EWE TEL GmbH), vice-president Karsten Kluge (managing director of Thuringian Netkom GmbH), and the treasurer is Bernhard Palm (managing director of Plusnet GmbH). Stephan Albers is the managing director of BREKO.

Similar institutions

The Association of Providers of Telecommunications and Value Added Services (VATM), the oldest competitor association in the telecommunications sector and the Federal Association of Fiber Optic Connection ( Buglas ) pursue a similar objective to BREKO .
