The BwFuhrparkService GmbH is the fleet service companies for the Bundeswehr . He also partially performs the tasks of the German Bundestag's driving service .

Structure and administration

The company is a state enterprise of the Federal Republic of Germany. 24.9% of the federal shares are held indirectly via Deutsche Bahn and 75.1% directly via the Federal Ministry of Defense . On the basis of multi-year service contracts, which the budget committee of the German Bundestag must approve, BwFuhrparkService GmbH has been managing commercial vehicles with special military equipment (hümS) in addition to the civil (commercial) everyday vehicles, trucks and construction machinery of the Bundeswehr since 2006 and rents them to the facilities the Bundeswehr. At the end of 2017, BwFuhrparkService GmbH had over 30,000 vehicles, of which around 6,000 were trucks. As BwFuhrparkService GmbH is a federal company, the profits generated remain with the state. For this reason, the profit share in the rent is limited to 2.3 percent (of prime costs ). The rental prices must be approved individually by the Federal Office for Equipment, Information Technology and Use of the Bundeswehr .

BwFuhrparkService GmbH has its company headquarters in Troisdorf near Bonn . It was founded in 2002 and has around 654 of its own employees as well as a declining number of so-called "provided" employees, who in turn are almost exclusively civilian federal drivers (currently around 702). To fulfill its tasks, the company has 4 regional disposition centers and over 130 service centers, service stations and self-service stations.

Savings are to be achieved, among other things, by replacing the vehicles at the economically optimal replacement time (GMT). In order to ensure this, BwFuhrparkService GmbH mainly concludes leasing contracts . Furthermore, savings should be achieved through more economical user behavior. BwFuhrparkService GmbH works towards this economic user behavior through on-site fleet advice and a transparent cost structure. With the products offered by the "disposition centers", such as long and short-term rentals, the vehicles can be provided flexibly and better utilized.

Success checks according to § 7 BHO are carried out annually by the Federal Ministry of Defense in order to check the economic advantages for the Bundeswehr. The economic efficiency of the measures is regularly checked by the Federal Audit Office .

The clearest differences between the former authority vehicle fleet and today's fleet are the increased vehicle load (cars in 2001: 14,200 km pa; cars in 2010: 28,000 km pa) and the reduced average age (cars in 2001: 8.9 years; cars in 2010: 1.3 years). The modernization of the commercially available Bundeswehr fleet has led to further secondary effects (reduction of soot particle emissions by 93 percent and CO 2 by 36 percent; improved ergonomics and safety; increased flexibility through faster replacement cycles). A comparative calculation carried out by BwFuhrparkService GmbH in 2008 (based on the agreed tariffs of private car rental companies in "Federal Travel Management" evaluated with the actual driving profile of the Bundeswehr) showed a cost advantage for BwFuhrparkService GmbH of 27 percent.

Since 2005, the BwFuhrparkService GmbH is an external certification body for the quality management standard ISO 9001: 2000 certified .

The core of the business model is the economical and needs-based rental and provision of vehicles and the provision of driving services for event-related or permanent needs ranging from a few hours (short-term use) to several years (long-term use). In addition, BwFuhrparkService GmbH offers its customers high-quality, comprehensive, mobility-related services along the vehicle lifecycle, from procurement through to recycling.

BwFuhrparkService GmbH offers the Bundeswehr the following services:

  • Vehicle leasing for basic needs

Since 2012, vehicles have been rented to the Luxembourg armed forces for the first time as part of KFOR , this is the first external customer alongside the regular customer, the Bundeswehr.

Criticism and controversy

The Federal Audit Office and the Budget Committee of the German Bundestag have repeatedly asked the Federal Ministry of Defense to allow greater competition for the mobility services previously exclusively commissioned by BwFuhrparkService GmbH, i.e. to also rent vehicles from third-party providers. Proponents of the full privatization of mobility services from BwFuhrparkService GmbH go even further. They argue that BwFuhrparkService GmbH, as a state-owned company that can operate without competitive pressure, is fundamentally less motivated to increase its own internal efficiency than a company operating on the free market. It would therefore seem obvious that the service could be provided through procurement on the free market with the same positive effects (renewal of the vehicle fleet and increase in vehicle availability at a lower price).

This position can be countered by the fact that BwFuhrparkService GmbH, as a public company, is itself a public client and awards around 90 percent of its services to private third parties according to criteria under public procurement law. In addition, from the point of view of the Bundeswehr as a recipient of services, there are also aspects for continuing the commissioning of a still federally owned BwFuhrparkService GmbH. Purely private companies generally have higher return targets than state-owned companies. The usual expected return in the vehicle fleet sector is at least 10% return on sales, while the prices of BwFuhrparkService GmbH only include a profit surcharge of 2.3% (2.5% up to 2008). Furthermore, the Federal Ministry of Defense saves both vehicle tax and vehicle insurance for vehicles that it rents through its own company (because of the registration with Y-license plate ). Further advantages from the provision of services via a proprietary company: The federal government can (and must, cf. obligation of limitation ) exert direct influence on its corporate goals in its own company. The federal government as a shareholder thus has the opportunity to bring about a congruence of objectives between the service provider's objective and its own interests as the recipient of the services. This can have a positive effect on the one hand on the costs, on the other hand on the security of the provision of services (consider the sovereign mandate of the Bundeswehr). For the meaning of this target congruence, see further principal-agent theory . Finally, the procurement question is important. BwFuhrparkService GmbH, as an organization- privatized private company, can be awarded orders by the federal government without the obligation to take into account the procurement law (i.e. also without competition) (so-called in-house award).

Another point of criticism from the Federal Audit Office is the large number of end-of-life vehicles that, according to the original intention, should be completely handed over to BwFuhrparkService GmbH by 2008, but are currently still managed by the Bundeswehr itself. There is no consensus on the number of these vehicles, on average around 25 years old; the Federal Audit Office assumes a total of 72,000 end-of-life vehicles, while the Bundeswehr counts significantly fewer end-of-life vehicles. In the opinion of the Federal Audit Office, there are therefore material and also personnel double structures in the vehicle fleet of the Bundeswehr.

In August 2020, the BwFuhrparkService was the target of a hacker attack carried out with Emotet .
