The COVID-19 pandemic occurs in the Saarland since 2020 as part of the global COVID-19 pandemic and in particular the COVID-19 pandemic in Germany on. The pandemic affects the novel disease COVID-19 . This is caused by the SARS-CoV-2 virus from the Coronaviridae group and belongs to the group of respiratory diseases .

On March 4, 2020, the Robert Koch Institute confirmed the first COVID-19 disease in Saarland. From March 11, 2020, the World Health Organization (WHO) classified the outbreak of the novel coronavirus as a global pandemic .

Reactions and actions

On March 13, 2020, Saarland restricted access to retirement and nursing homes and clinics for visitors, and it was also decided to close municipal facilities, entertainment, sports and leisure facilities.

On March 13th, Saarland became the first German federal state to close the schools and daycare centers across the country from March 16th. Emergency care was subsequently set up for children whose parents work in systemically important professions. In addition, an online portal was set up for learning.

From March 18, 2020, retailers with customer traffic were to be closed, with the exception of retailers who sell everyday goods. In addition, all religious gatherings were banned. An exit restriction has been in effect in Saarland since March 20 , which provided for numerous exceptions, such as the way to work, the way to go shopping, the way to the doctor and sports activities up to a group size of five people. On March 25, 2020, the general decree was harmonized and adapted to the federal government's recommendations, so group formation in sport was prohibited from this point in time.

On March 30th, an extension of the exit restrictions up to and including April 20th, 2020 was decided. At the same time, the previous measures were summarized in a statutory ordinance. In addition, a catalog of measures was adopted on March 31, 2020. Violations of the provisions of this ordinance are considered administrative offenses and are punishable by fines.

On April 25, 2020, the Saarland state government made five million masks available to citizens free of charge. These were distributed by the municipalities. Starter kits of five masks per person should be distributed.

On April 28, 2020, the Constitutional Court of the Saarland largely suspended the exit restriction applicable to the Saarland. The regulation, which only allows people to leave the home if there are (certain) valid reasons, is inconsistent and, in particular, disproportionate in comparison to the mere contact restrictions in other federal states.
