On March 2, 2020, the first COVID-19 patient in Thuringia in the Saale-Orla district tested positive and was reported by the Robert Koch Institute on March 3 . The 57-year-old was on a skiing holiday in northern Italy. According to the Robert Koch Institute, parts of northern Italy have been a COVID-19 risk area since February 27, 2020. On March 12, a woman in the Schmalkalden-Meiningen district tested positive for the corona virus. As a result, an infection was also found in her partner. A quarantine was ordered for both.
On March 13, a positive case was reported from the initial reception center in Suhl, which had been found the evening before. The 500 residents of the facility, which is designed for 1,200 residents, were partly quarantined, and separate accommodation was provided for newcomers.
In Thuringia, the city of Jena was initially particularly affected with increasing numbers of infections, and there were also a particularly large number of new infections in the districts of Greiz , Eichsfeld , Saale-Orla-Kreis and Erfurt . Jena and the Nordhausen district then introduced an obligation to wear mouth and nose protection in certain areas of everyday life from the beginning of April . These and other federal and state-wide measures led to a decline in the number of cases in most rural districts and urban districts.
In the district of Greiz, however, the number of new infections remained at a consistently high level. At the beginning of May, the state of Thuringia then carried out a series of tests on around 850 residents, nursing staff and patients in nursing homes and clinic staff in the district of Greiz, with 47 new infections being detected. According to data from the RKI, the district then recorded the most new infections across Germany based on population from May 4, 2020. District Administrator Martina Schweinsburg , however, turned against maintaining the mass quarantine for economic reasons and instead spoke out in favor of selective measures in affected homes.

On May 23rd, Prime Minister Bodo Ramelow announced in the Thüringer Allgemeine that the general lockdown would be lifted on June 6th. Corresponding steps were proposed to the cabinet on May 26th. At the same time, the threshold for the local 7-day incidence is to be set at 35 new infections per 100,000 inhabitants (nationwide requirement: 50 new infections) in order to be able to react clearly and quickly to any negative infection events that may occur.
However, this announcement was not implemented - the existing rules were extended to June 12th. The legally binding contact restrictions were lifted with effect from June 13th. However, people were still advised to keep their social contacts to a minimum.
