On February 28, two cases were identified in the Hochtaunus and Gießen . The case from the Hochtaunus was related to that from Wetzlar. The one from Gießen was a student who was infected at the carnival in North Rhine-Westphalia.

On February 29, another infected person was reported: It was the partner of the student from Gießen.

March 2020

On March 1, three infected people from Frankfurt and one person from Groß-Gerau were reported, all of whom were related to the cases in Gießen. There were a total of 8 cases in Hesse.

On March 3, a person from Hanau in the Main-Kinzig district tested positive. This was the 12th case in Hessen. The source of the infection was unknown.

On March 4, there was the first case in northern Hesse in the Waldeck-Frankenberg district . An employee of Deutsche Bahn from Frankfurt also tested positive. Overall, the number of infected people in Hesse rose to 13.

On March 7, 99 students and 10 supervisors from the Martin Luther School in Rimbach, southern Hesse, had to be quarantined because a student was tested as infected after returning from South Tyrol.

On March 12, two people in the Main-Kinzig district who were in contact with a woman returning from Italy were reported as infected. In addition, there were currently three infected employees at the Main-Kinzig-Kliniken.

On March 18, the first death from COVID-19 was reported in Hesse. It was a man who was being treated in Wiesbaden. At the time, there were around 380 infections.

On March 19, over 1000 cases of COVID-19 were known in Hesse. There was the second death in Wiesbaden with an 89-year-old woman.

On March 20, a coronavirus infected person was found dead in the apartment in Flörsheim when the news of the infection was to be brought to him. The first death in the Main-Kinzig district was reported on March 26th. In Frankfurt, 28.2 infections per 100,000 inhabitants have already been reported. At this point in time, Frankfurt was 22nd among the major cities in Germany.

On March 29, a man died in the Marburg-Biedenkopf district as a result of being infected with COVID-19.

April 2020

On April 3, the first person in the Vogelsberg district died of a COVID-19 infection. It was a 55-year-old without any significant previous illnesses.

As of April 7th, according to DIVI, around 170 patients were being treated in intensive care for COVID-19 in Hessian clinics. The districts most severely affected per 100,000 inhabitants were: Schwalm-Eder district (150), Odenwald district (141), Limburg-Weilburg (117). A total of 4837 cases of infected people and around 100 deaths were known.

On April 12th, out of a total of 656 intensive care beds registered in DIVI, 422 were occupied and 234 were free. 84 patients were treated for COVID-19, 72 of whom were ventilated.

On April 17th there was the first death in the district of Giessen. The districts most affected per 100,000 inhabitants were the Odenwald district (239), the Schwalm-Eder district (213) and the district of Hersfeld-Rotenburg (150). A total of 6,705 infected people and 197 deaths were known. According to the DIVI register, 180 cases were being treated for COVID-19, 137 were ventilated. Of around 2000 registered intensive care beds, more than 800 were still free.

On April 25, two districts were particularly badly affected: the Odenwald district (with 331 cases per 100,000 inhabitants) and the Schwalm-Eder district (with 249 cases per 100,000 inhabitants). With a total of 120 cases per 100,000 inhabitants, Hesse was in the middle field of the federal states.

On April 27th, an employee of the Alsfeld hospital died of COVID-19.

On April 28, over 8,000 people were known to be infected.

More than 350 deaths were known as of April 30. The districts most severely affected per 100,000 inhabitants were the Odenwald district (363) and the Schwalm-Eder district (259). According to the DIVI register, 188 cases were being treated for COVID-19, 140 were ventilated. Of around 2500 registered intensive care beds, more than 900 were still free. The reported capacities with regard to ventilation capacities were mostly still available in most clinics. May 2020

On May 5, a COVID-19 case became the subject of public prosecution investigations as the previously infected man was released from the clinic as cured and subsequently died.

On May 7, over 8,700 infected people and nearly 400 deaths were known. The districts most affected per 100,000 inhabitants were the Odenwald district (388) and the Schwalm-Eder district (269). The incidence of the other Hessian districts was below 200 infected people per 100,000 inhabitants. With an incidence of less than 140, Hessen was still in the middle of the range for the federal states.

On May 12th, a child tested positive in a day care center in Langenbieber . Tests by the contact persons remain negative. On the evening of the same day, the Hessenschau reported on the Eben-Ezer nursing home in Gudensberg , in which 13 residents had already died of COVID-19. The head criticizes the lack of comprehensive tests, as with footballers, with which the worst could have been prevented.

On May 15, just under 9,200 infected people and a good 420 deaths were known. The districts most severely affected in relation to 100,000 inhabitants were the Odenwald district (407) and the Schwalm-Eder district (278). On May 20, 65 infections among the refugees and 2 among employees were known in a refugee accommodation in Frankfurt-Bockenheim . At the same time, a day care center in Karben was closed after an infection was found in a child. Although everyone later tested negative, most of the contacts had to be quarantined by May 29. The following day, another 7 infected people were found.

On May 22, the districts most affected per 100,000 inhabitants were still the Odenwald district (415) and the Schwalm-Eder district (285). On May 30, over 10,000 infected people were known in Hesse. According to the intensive care registry, 61 patients are currently being treated for COVID-19. 30 of them are ventilated. About 730 intensive care beds were still available. Only the Asklepios Clinic in Bad König, the Neurological Clinic Bad Salzhausen, the Clinics in Usingen and the Main-Kinzig Clinics at the Schlüchtern location reported all capacities as occupied. ECMO capacities were available in 18 of the 96 registered clinics . 4 of them were fully occupied.

On May 31st, an infection in a Lufthansa machine became known. It is one of 200 people who were brought back from China and who still had negative tests at departure.

At the end of May, 480 deaths were known in Hesse. A total of 120 new deaths and around 1,700 new infections were known in May.

June 2020

On June 1st, the 7-day incidence was down again from the previous week and also at its lowest level since March.

On June 3, a train fight broke out in which police intervened after a man refused to wear a protective mask.

On June 4, a primary school in Korbach was closed after a school social worker was Corona-positive. Another case became known the following day. The school was then closed for 2 weeks.

On June 6, Hessen was in 9th place among the federal states with 163 infections per 100,000 inhabitants. In no district there were more than 13 new infections per week and 100,000 inhabitants. The districts of Hersfeld-Rotenburg and Fulda currently show the highest values. The other districts were below a value of 5. The districts of Limburg-Weilburg, Lahn-Dill-Kreis, Marburg-Biedenkopf, Vogelsbergkreis, Gießen and Darmstadt were completely free of new infections. On June 15, the lowest number of weekly new infections to date was recorded in Hesse.

On June 16, 8 corona cases became known in a shopping center in Dreieich-Sprendlingen . According to the health authorities, there were 281 Covid 19 patients in hospitals. 39 of them required ventilation.

On June 18, 20 residents of a house in the Kassel district of Bettenhausen tested positive. Since there were two primary school children among them, the school in question was closed for the following day and further examinations in the area were ordered. In the district of Hersfeld-Rotenburg, infections were also found at the Lingg School and the Ernst von Harnack School as well as at the Kirchheim primary school in Aulatal. On June 29, a student in Idstein tested positive. The classmates and the teacher of the affected class had to go into a 2-week quarantine. On June 30, Hessen had the third highest 7-day incidence in Germany at 2.8.

July 2020

On July 1, Hessen was again in 8th place among the federal states with 172 infections per 100,000 inhabitants. The infection activity of the last 7 days had decreased slightly compared to the previous week with about 180 cases. The districts most affected were Hersfeld-Rotenburg and the Schwalm-Eder district. The districts of Vogelsbergkreis, Wetterau, Groß-Gerau and Waldeck-Frankenberg were most recently infection-free. Frankfurt had the highest exposure with 1,771 infected people and 65 dead, followed by the Main-Kinzig district (787/48). The Main-Kinzig district recently recorded the highest increase in infected people. In Hesse's intensive care units, 25 patients were still being treated for COVID-19, 16 of whom were ventilated.

On July 2, the RKI reported 10,000 recovered people.

On July 7, there were more than 11,000 known infections in Hesse.

On July 8th, Hesse was back in 8th place with 177 infections per 100,000 inhabitants. Infection activity in the last 7 days had increased slightly compared to the previous week with around 200 new cases. The districts most affected were Hersfeld-Rotenburg, Groß-Gerau and the city of Frankfurt. The districts of Fulda and Marburg-Biedenkopf were last without new infections. Frankfurt had the highest exposure with 1815 infected and 68 dead, followed by the Main-Kinzig district (810/50) and the Offenbach district (803/41). Offenbach also recently had the highest increase in newly infected people. In Hesse's intensive care units, 22 patients were still being treated for COVID-19, 12 of whom were ventilated.

On July 13th there were new infections for the first time in all districts of Hesse within the last 7 days.

On July 15, there were 179 infections per 100,000 inhabitants in Hesse. The districts most affected were the Odenwaldkreis (430), Schwalm-Eder-Kreis (310) and the LK Hersfeld-Rotenburg (260). The number of new infections during the last 7 days was 210 new cases, slightly above the level of the previous week. Most of the new infections were in Groß-Gerau, Frankfurt, Fulda, Darmstadt and Waldeck-Frankenberg. Frankfurt had the highest exposure with 1,852 infected people and 68 dead, followed by the Main-Kinzig district (814/50). In Hesse's intensive care units, 18 patients were still being treated for COVID-19, 6 of whom were ventilated.

On Tuesday, July 21, a death from COVID-19 was reported for the first time in Hesse after 10 days.

On July 23, the RKI reported 76 cases, the highest daily increase in 2 months. The health authorities are facing problems because of incorrect numbers.

A mass outbreak in a nursing home in Borken became known on July 26th . A mass test was started with 400 people, in which more than 20 infected people were discovered. Although only 2 more infected people were found on the following day, some employees, their relatives and even their children were ostracized by parts of the Borken population.

August 2020

On August 1, there were over 12,000 known infections in Hesse. 4.3% of the cases died. The incidence in the city of Offenbach was over 30 and thus shortly before the next escalation level.

On August 2, the city of Offenbach reached corona warning level 3 with an incidence of 35.7. The Rheingau-Taunus district reached level 2 with a value of over 20. On August 3, 18 infected people were discovered in Wiesbaden. They got infected at a private summer party with 100 people. The health department was unable to identify all the contact persons because many guests have already gone on vacation.

On August 7, there was the highest daily increase since May in Hesse with 158 newly registered infections. The Rhein-Taunus-Kreis recorded the greatest increase with a value of 29 infections per 100,000 inhabitants. 18 people were discovered on the Fraport construction site . On August 9, the RKI reported a daily increase of more than 100 infections for the third time in a row.

On August 15, the RKI announced over 200 new infections for Hesse. That was the highest number since early April. In Offenbach there were again over 30 new infections / week.

On August 17, the number of infected people in the initial reception facility in Neustadt rose to 22.

On August 18, the virus was detected in a student at the Ernst Ludwig School in Bad Nauheim. The entire class and the teacher had to be quarantined.

On August 19, there were almost 14,000 people in Hessen, 221 infections per 100,000 inhabitants. On August 20, there were over 14,000 infections, Offenbach reached 40, the highest incidence since March. At a wedding in Kelsterbach, in the neighboring district of Groß-Gerau, with a total of 300 guests on 2 days, several infections were found. 160 people had to be quarantined, including a teacher from a school in Mörfelden-Walldorf and his entire school class.

On August 21, there were more than 50 new infections in Offenbach in the last week. Offenbach thus already reached the corona warning level 4 of 5.

On August 26, there were over 15,000 and thus a good 240 infections per 100,000 inhabitants in Hesse. The number of new infections during the last 7 days was almost 1150, again significantly higher than the number of the previous week. The incidence in Hesse was the highest in all of Germany. All circles were affected. The highest incidences were in the city of Offenbach (59), Wiesbaden (45), Frankfurt (33), Groß-Gerau (28) and the Main-Kinzig district (27). In Hesse's intensive care units, however, only 11 patients were treated for COVID-19 - but again 8 were ventilated. 580 beds were still available.

On August 27, there were over 15,000 detected infections in Hesse. 13,000 people were considered recovered.

Dear recovered

The Robert Koch Institute estimates the number of people who have already recovered every day using an algorithm based on the known infected. According to the RKI, it does not include those people who have been hospitalized and have been ill for less than 14 days. In addition, all persons who did not get into the statistics as infected are missing. Thus, the number of people who have had the disease is actually higher.

Number of open cases

Tests and test capacities

March 2020

On March 11th, Hessen activated the pandemic plan that was adopted in 2007 and has not been updated since. On July 29, the cabinet passed a package of measures on special funds. Reference was once again made to the provisions for travelers returning to travel, initially valid until August 16, who must go into quarantine when returning from risk areas.

On July 30th, the FAZ reported massive increases in the production of corona tests in Hesse. 2 companies from Dietzenbach and Rüsselsheim alone produce 15 million PCR and antibody tests per month. The Ministry of Education and Cultural Affairs and the Association of Statutory Health Insurance Physicians have agreed that teachers in Hesse can voluntarily have themselves tested for the corona virus every 14 days after the summer holidays.

On July 31, Offenbach triggered the alarm level 2 due to increasing numbers. This means that the easing that will come into force in Hesse from Saturday will not apply in Offenbach for the time being. So z. B. Educational offers of the adult education center take place only to a limited extent. In addition, there is a stricter mask requirement. In this regard, the Hessenschau reported on increasing non-compliance with the mask requirement in public transport. The situation is not as dramatic as in Berlin, but there are also conflicts in Hesse: In Wiesbaden, several bus drivers were spat at, and in Darmstadt, a bus driver was beaten.

August 2020

On August 4th, as a result of the increased numbers, Hesse issued new rules for sport and staying outdoors, so there is now a barbecue ban. There is also a corona test obligation for travelers.

On August 5th, researchers in Giessen, led by the professor of infectious diseases Susanne Herold, began a clinical study to research the effectiveness of a messenger substance in corona, which is known to prevent damage to the lung tissue by accelerating the repair of the damaged lung tissue.

On 6th Aug it was reported that since April more than 6 billion euros had flowed to companies and freelancers in Hessen.

On August 8th, the Barmer Ersatzkasse spoke of an increasing danger of a second wave. In Hesse in particular, there is an increasing number of sick leave, especially among the young population. In Hesse, child carers and carers can be tested free of charge from August 17th.

On August 11, scientists from the Frankfurt University Hospital reported massive heart damage in corona patients. Using MRI images, it was possible to show that mildly ill people also had numerous damage to the heart muscle and heart muscle inflammation. A research group led by virologist Jindrich Cinatl has identified a possible indicator of severe courses in Corona. There were complaints about a lack of test sites in the Main-Taunus district.

On August 12, the Federal Parents' Council criticized the hygiene measures planned in schools for the start of school. In Hesse, it was decided that a mask is mandatory in schools.

On August 13, in response to the latest increases, Hessen extended the mask requirement and tightened the fine. A group of virologists from the University of Marburg is expecting the Paul Ehrlich Institute to release clinical tests for one of their vaccines shortly .

Also on August 13, a student from Frankfurt at the Hessian Administrative Court failed with a lawsuit against the planned corona regulations in the schools. According to the Hessenschau, she stated that the non-observable minimum distance there would lead to a higher risk of infection and it was not understandable that different distance rules should apply in the classroom than in almost all areas of daily life. The court ruled in an urgent procedure in a non-contestable decision that the distance regulation in Hesse only applies to public space, which does not include the classrooms. At the same time, the Hessenschau reports on the planned implementation of the Christmas markets. The state government presented further rules for dealing with the corona pandemic.

On August 14, Alexander Lorz expressed the fear that up to 6% of the teachers could be absent due to belonging to a risk group. Nevertheless, he later defended Hesse's decision to switch to regular operations in Hesse's schools from the 17th.

On August 15, the state government issued an updated decree on trips abroad.

On August 19, researchers at the University of Frankfurt published a study on the risk of infection in airplanes. This is lower than feared, but given and proven despite ventilation.

On August 20, the Groß Gerau district tightened the corona measures due to an outbreak at a wedding. So must u. a. masks are now also worn in schools during lessons.

On August 21, the Offenbach district also decided to take extended measures, as there were more than 50 new infections. Only 5 people are allowed to be outside together. A total of 650 people are in quarantine. Minister Kai Klose to the Hessians to comply with the rules.

Due to the increasing number of parties, Wiesbaden decided on August 26 to ban alcohol consumption at night until September 21 and threatened curfew.

On August 28th, the city of Kassel allowed a fair with 3000 visitors on the Schwanenwiese.

Packages of measures

At various times, the Hessian state government passed resolutions and packages of measures which differed in details from those of the federal government. These are listed below:

Emergency aid package from March 30, 2020

At the end of March, the Hessian state government started an emergency aid program for small businesses and the self-employed. As of March 30, 134,500 applications have been submitted. As of June 1, 2020, 116,000 applications had been finally processed - 99,300 of them with a positive outcome. To date, over EUR 900 million has been paid out. According to a report dated July 8th, a total of 943 million has been paid out. The state of Hesse also launched a program to secure skilled workers, which among other things offered self-employed and small business owners advice on how to deal with the crisis. However, the consultation is chargeable and only part of it is funded.

Aid package for companies and associations from April 4th

In April 2020, the state government passed a resolution on a special fund worth 5 billion euros and a development program that will run until 2023, including investments in digitization, environmental protection and equity investments as well as other aid programs for companies. Associations can also receive funding of up to € 10,000. A total of 1.2 billion euros is to be distributed.

Mask requirement from April 27th

According to a decision by the state government, citizens had to wear a mask from April 27th, which - literally - " is suitable for reducing the spread of transmissible droplet particles or aerosols through coughing, sneezing or pronunciation, regardless of a label or certified protection category" . Contrary to the scientific findings, the type of mask was not specified. Instead, it is referred to as a mouth and nose covering. Scarves, shawls and face visors were also mentioned.

The mouth and nose covering must be worn:

  • in local public transport vehicles ( bus, train, taxi, ship and aircraft)
  • In train station and airport buildings as well as in other facilities that have to be passed in order to board the means of transport (e.g. bus stops, underground stations, platforms and ship terminals)
  • in the public area of shops, banks and post offices etc.
  • at the weekly market
  • in all health facilities such as hospitals and medical practices
  • in covered shopping centers and in shopping streets (shopping streets are covered or covered areas where sales rooms are located and which are used for customer traffic)
  • in amusement arcades and casinos
  • in closed rooms of museums, castles and memorials as well as animal parks and zoos
  • in the provision and receipt of body-friendly services (hairdresser, foot care, tattoo parlor, etc.)
  • The coverage obligation also applies to kitchen staff and service staff while they are doing their job.

In situations where physical distancing measures are difficult to adhere to, a mouth and nose covering is strongly recommended.

Package of measures of April 30, 2020

The following relaxations were agreed on April 30, 2020

  • Meetings for religious practice (church services and prayer events) should be able to take place again from now on. The statements apply accordingly to ideological communities.
  • Playgrounds can be reopened with conditions.
  • The following cultural institutions can be reopened subject to hygiene requirements, control of access and avoidance of queues:
    • Museums, exhibitions and galleries,
    • Memorials as well
    • zoological and botanical gardens.

Resolutions of May 6th

Basically, the openings in the form shown below are only conceivable if the required hygiene concepts and distance rules are adhered to, and so the number of newly infected people per 100,000 inhabitants does not exceed the number of 50 infected people in a week in a rural district / urban district . In an unfavorable course, new restrictions are inevitable.

1. Contact restrictions and events In order to contain the virus further and to keep the number of new infections low, contact restrictions continue to apply. In view of the low infection rates, social contacts are gradually being made easier. As of May 9th, it is again permitted for people to meet in public with members of another household in addition to those from people living in their own household. According to the agreement between the Chancellor and the heads of government of the federal states, major events are prohibited until August 31, 2020. Special regulations already apply to church services and demonstrations. The Hessian regulations for general events provide for meetings of up to 100 people to be permitted again under regulated conditions from May 9th. As an exception, the competent authorities can also approve events with a larger number of participants if certain requirements (e.g. hygiene and distance rules) are met.

2. Schools The state government is sticking to its tried and tested course of gradual opening. After the partial openings have already taken place, the following concept is based on the resolutions of the Conference of Ministers of Education, the jurisprudence and the experiences from the openings that have taken place so far.

The step-by-step plan for schools provides:

from May 18th: Secondary level I, at the same time introductory phase of secondary level II and intensive classes; 4th grade in primary schools

from May 18th: further opening of vocational schools and InteA classes

From June 2nd: Grades 1 - 3 as well as preliminary classes, preparatory courses and intensive classes at primary schools

The resumption of operations at the special schools is based on the dates of the primary and secondary schools. It must be taken into account here that the schools must be given adequate time to prepare, among other things, for the organization of lessons in small groups, room allocation, deployment planning of the teachers and implementation of the hygiene plan.

3. Universities

The universities will decide on their opening from May 9, 2020 as part of their self-administration. Face-to-face events are generally possible again from this point in time, while online offers should continue to be used.

4. Child day care

At the same time as the opening of the primary schools, care in day-care centers must be enabled again. We will move from the system of extended emergency care to a model of restricted regular operation. Difficulties in the implementation of distance rules etc. in the area of ​​children between the ages of 12 months and 6 years must be countered through particularly careful educational work and organization. Therefore, it takes more lead time for the facilities. From May 9th, there will be the possibility to form family care communities from up to three families. In a first step, we will be expanding the authorizations for participation in emergency care from May 11th. From June 2nd, the daycare centers are to reopen for all children in restricted regular operations.

5. Service and trade

The sales area limitation of 800m² in retail will no longer apply from May 9, 2020. Instead, the rule applies that one customer is permitted for every 20m² or part thereof. Body-hugging services such as hairdressers, cosmetic studios, massage practices etc. have been able to reopen since May 4th.

6. Gastronomy and tourism

From May 15, 2020, restaurants, pubs, cafés, beer gardens, casinos and amusement arcades (inside and outside) can be opened, taking into account distance rules and hygiene concepts. Dance halls and discos will remain closed for the time being. Guest houses, private rooms and hotels can resume operations for tourist purposes from May 15, 2020. At least some of the 32 Hessian DJH youth hostels could be prepared for a new start with improved hygiene standards. As far as food is offered, the same requirements apply as for the catering trade. This also applies to the distance rule and the permitted density of people per square meter of guest area, with the exception of guest rooms. In all public areas (reception, conference rooms, breakfast room, restaurant) the distance rules between staff and guests as well as between guests must be observed. Apartments and campsites can also be rented and used from May 15, 2020. Long-term camping and the use of second homes remain permitted. Amusement parks can also open their gates again from this day if they have a comprehensive hygiene concept. Swimming pools and saunas etc. remain closed.

7. Sports and leisure

Sports can be practiced again from May 9, 2020, provided that it is practiced without contact, a minimum distance of 1.5 meters between people is observed, hygiene and disinfection measures are observed and no shower or washrooms etc. are used. Training and competitions in top and professional sports are also permitted in coordination with the leagues, provided this is based on a comprehensive hygiene concept. Indoor playgrounds, climbing and gymnasiums, bowling alleys including bowling and squash can open their gates again from May 9, 2020 under comparable conditions. Fitness studios can reopen from May 15, 2020. For sport and other leisure activities, it goes without saying that the hygiene concepts must meet the specific requirements to a particular extent.

8. Theaters, museums, other cultural institutions

Under the conditions specified for events, theaters, opera and concert halls and other cultural institutions can also reopen from May 9, 2020. Due to the increased risk of infection, events and concerts where distance rules cannot realistically be adhered to are still excluded from this. This includes bars, clubs and discos, regardless of their size.

9. Arcades, casinos and betting shops

Arcades, casinos and betting shops can also resume business from May 15, 2020.

Aid package from May 20th

A support program for the creative industries was launched, from which artists, self-employed people, music and SMEs in this area should benefit.

Resolutions of May 26th

  • Day care center: limited regular operation, from 02.06
  • Gastronomy: Elimination of the 5-square-meter rule, from May 28th
  • Hotels: Sauna and pools open for overnight guests from May 28th
  • Swimming pools: opening for clubs and swimming courses from 01.06

  • Hospitals: Concept for the detection, prevention and control of the corona virus is mandatory from June 28th

Resolutions of June 10th

Contact relaxation from June 11th

  • Groups of a maximum of 10 people are allowed to meet in public spaces - regardless of how many different households they come from, or, as before, the members of two households.
  • For private gatherings below the event threshold, the previous restriction to a narrow private circle no longer applies. Citizens are nevertheless called upon to take responsibility for limiting their personal contacts in the domestic area as well.
  • In shops, church services, cultural institutions, event rooms, restaurants, it must be ensured that the required minimum distance of 1.5 meters can be maintained.

Schools open from June 22nd

  • Daily face-to-face teaching will be resumed for all grades of elementary school and the elementary levels of special school. The morning class covers at least four hours for classes 1 and 2 and five hours for classes 3 and 4.
  • Each class uses a dedicated room with the same teaching staff and forms a constant study group. This makes it possible to cancel the distance requirement. Nevertheless, the necessary hygiene requirements still apply within these groups.
  • School attendance will be suspended until the summer vacation. This means that parents can decide for themselves whether their child should take part in face-to-face classes or whether they should continue to study at home. The learning situation that replaces the lessons ("home schooling") is also continued for pupils who do not attend classroom lessons due to a previous illness, as well as for children or classes for which quarantine is ordered due to an infection.
  • With the return to the five-day week at the primary schools, there is no emergency care in the schools for grades 1 to 4. For grades 5 and 6, the emergency care will be continued until the summer vacation (i.e. until July 3).

Resolutions of July 3rd

Several changes have been made for July 6th and 15th. These concerned restrictions on events, in theaters and cinemas as well as visiting hospitals, clinics and workshops for the disabled. The rules apply until August 16:

Contact and operating restrictions apply from July 6th:

  • At events such as trade fairs or concerts, as well as in theaters and cinemas, the five-square-meter rule for seats and the ten-square-meter rule for standing room are repealed. Basically, the minimum distance of 1.5 meters must be observed. As a guide, three square meters should be available for each person. This can be deviated from in theaters and cinemas, for example, if there is a hygiene concept that provides for protective measures such as wearing an everyday mask.
  • Attending sporting events and competitions is also possible again, provided the three-square-meter rule and a hygiene concept are observed.
  • The ten square meter rule for shops will also be lifted. The mandatory minimum distance of 1.5 meters remains. As a guide, three square meters should be available for each person.
  • It also applies that two households or a maximum of ten people can stay together without a minimum distance at events and in public spaces.
  • For events in closed rooms where spectator seats are taken, the seats should be assigned in a personalized manner in order to enable tracing in the event of an infection. This does not apply to table parties.
  • Club and assembly rooms can be used again. The five-square-meter rule does not apply to changing rooms either. Instead, the general distance requirements of 1.5 meters apply.
  • Grilling and picnicking in public is generally allowed again.
  • Events with more than 250 visitors must still be approved by the health department.
  • Public dance events remain prohibited.

Visits to hospitals, clinics and disabled facilities from July 15th:

  • Visits to rehabilitation clinics are possible without restrictions.
  • In hospitals, the patient may receive a total of two visits in the first six days. A maximum of two people are allowed per visit. From the seventh day onwards, a maximum of two people may visit each day.
  • Workshops for people with disabilities may be entered by all citizens, provided they are healthy and have not had any contact with COVID patients.

Escalation concept

The concept of the Hessian Ministry of Social Affairs to contain local coronavirus outbreaks provides for a multi-stage escalation concept (as of July 2020):
