Carl Ludwig (lawyer)

Carl Ludwig (born February 15, 1889 in Maloja , † August 30, 1967 in Basel ) was a Swiss lawyer and professor of criminal law at the University of Basel . Between 1956 and 1957, on behalf of the Federal Council, he wrote the report The Refugee Policy of Switzerland from 1933 to the Present , which has become known as the “Ludwig Report”.

Life

After the death of his father Johann Melchior Ludwig in 1894, Carl moved with the rest of the family to Basel. Ludwig studied law in Basel and Geneva and received his doctorate in 1911. He was a member of the Zofingia and its Central President from 1910–11. From 1912 Ludwig worked as an examining magistrate, from 1919 as the first public prosecutor and from 1923 as the president of the criminal court in Basel.

In 1929, Ludwig completed his habilitation in criminal and press law. From 1931 to 1938 he was a lecturer, from 1938 to 1959 professor of criminal law at the University of Basel, of which he was rector in 1952. From 1930 to 1946 Ludwig was also Councilor of the Liberal Party (1930-34 as head of the Police Department, then the Department of Finance). In 1934 he ran for the Federal Council (successor to Heinrich Häberlin ), but was defeated in the election by the Federal Assembly against Johannes Baumann .

Ludwig held other mandates as a member of the board of directors of Ciba (from 1946) and as president of the Swiss donation to war victims.

Ludwig had been married to Amalie Spokesman von Bernegg since 1935 , the daughter of General Arthur Spokesman von Bernegg. The marriage remained childless.
