Borkowski first learned the mason trade and studied from 1846 to 1853 at the kk Polytechnisches Institut, the later Technical University in Vienna, first technology, later he decided to study architecture, after which he attended the Nuremberg art school. In 1848 Borkowski served in the National Guard in Vienna. He described his experiences of the dramatic events from March to October 1848 in detail in letters to his father. (See literature below). Borkowski received practical training as an architect from the famous Viennese Ringstrasse architect Heinrich von Ferstel , whose assistant he was for two years. He liked to use elements of the historical repertoire of forms in his cottage designs. He is considered a representative of high and late historicism.

He rests in an honorary grave in the Döblinger Friedhof (group 33, row 2, number 29).

In 1910 the Borkowskigasse in Vienna- Döbling (19th district) was named after him.
