Carlos Céleo Arias López (born February 2, 1835 in Goascorán , Departamento Valle , † May 28, 1890 in Ciudad de Comayagua ) was President of Honduras from July 26, 1872 to January 13, 1874 .

Life

His parents were Juana López and Juan Ángel Arias. The family moved to Ciudad de Comayagua. Arias attended the Colegio Tridentino de Comayagua and studied at the Universidad Central de Honduras . He became a lawyer.

In 1862 he published a newspaper with Alvaro Contreras .

He became a delegate for the Comayagua department in a constituent assembly that met on September 7, 1865 and issued a constitution on September 28, 1865, which replaced the constitution that was issued on February 4, 1848.

In 1865 he became secretary of parliament. From 1865 to 1869 he was presiding judge at the court. In 1871 he became Ministro General in the government cabinet of José María Medina . He was Plenipotentiary Envoy of the Medina Government to President Mariscal Santiago González Portillo in El Salvador , where he went into exile.

Guatemala and El Salvador had liberal and anti-clerical governments. In March 1872 troops from Guatemala and El Salvador attacked Honduras, defeating the army of Honduras .

On May 12, 1872, Arias was installed by the governments of El Salvador and Guatemala as counter-president to José Maria Medina in Candelaria in the Lempira Department . Medina was arrested in Omoa and taken to Ciudad de Comayagua, where he remained in custody until 1874. The government of Costa Rica under Tomás Guardia Gutierrez tried with military pressure to reinstate the government of Medina, without success.

Arias withdrew the legal person from the Order de Santa Rosa y de la Civilización de Honduras on August 8, 1872 and founded a statistical office.

On May 29, 1872, Arias introduced the mandatory swearing in of presidents and ministers.

In 1873 the US steamship Sherman arrived from Puerto Limon , Costa Rica on the Caribbean coast of Honduras. He brought in exiles from Honduras, Guatemala, and El Salvador who tried to overthrow their respective governments. The expedition failed. In response, the states of Honduras, Guatemala, and El Salvador joined forces to form the "Triple Alianza" against Costa Rica, which however dissolved again without consequences.

As President of Honduras, Arias invited all the heads of state from Central America to discuss the possibility of restoring regional union. The proposal was sponsored by US envoy for Central America, George Williamson, and endorsed by all Central American heads of state, except for Nicaraguan President José Vicente Cuadra , who said the constitution would not allow him to leave the country.

On November 1, 1873, Justo Rufino Barrios Auyón from Guatemala and Santiago González Portillo from El Salvador met at the Volcán Chingo and agreed a Tratado de Chingo with which they agreed to install Ponciano Leiva as the new president in Honduras.

Arias called a constituent assembly for March 1873. This issued a constitution on December 23, 1873, which was to come into force by publication on December 25, 1873, but was not enforced by the overthrow of Arias on January 13, 1874. This constitution fixed the presidential term of office for four years.

Justo Rufino Barrios Auyón from Guatemala and Santiago González Portillo from El Salvador had General Ponciano Leiva set up a counter-government in the Ciudad de Choluteca on November 23, 1873. From here he started a campaign to overthrow Arias. Leiva occupied Ciudad de Comayagua on January 6, 1874 and deposed Arias. He capitulated on January 13, 1874 and was imprisoned in the Colegio Tridentino from January 13 to May 1, 1874 . A court martial sentenced Arias to five years in exile, and he was escorted to El Salvador. He settled in Guatemala and worked as a lawyer. He returned to Honduras in 1879 under the government of Marco Aurelio Soto . He became a delegate for Tegucigalpa to a constituent assembly that issued a new constitution on November 1, 1880. He ran as a presidential candidate against Marco Aurelio Soto. In 1887 Arias ran as a presidential candidate against Luis Bográn , who became president again. On July 23, 1887, he published his world of ideas as Mis ideas .
