Charles Frederick Powlett, 2nd Baron Bayning (born Townshend , born September 26, 1785 , † August 2, 1823 in Winchester ), was a British peer and politician.

He was the older son of Charles Townshend, 1st Baron Bayning , out of his cousin Annabella Powlett-Smyth. His parents were maternal grandsons of Lord William Powlett (1666-1729), younger son of Charles Paulet, 1st Duke of Bolton .

In 1808 he graduated from the Trinity College of Cambridge University as a Master of Arts from. That same year he was called as an MP for the Borough Truro in Cornwall in the House of Commons voted. He belonged to the Tory party . When his father died in 1810, he inherited his title of nobility as 2nd Baron Bayning , which gave him a seat in the House of Lords and left the House of Commons. At the death of his maternal uncle (and also second uncle on his father's side), William Powlett (1758-1821), he inherited his fortune and changed his family name from "Townshend" to "Powlett" in 1821 and adopted his coat of arms.

Lord Bayning died in August 1823 at the age of 37. He was never married. His younger brother Henry Townshend , who then changed his family name to "William-Powlett", inherited his title and fortune .
